Public Works Committee - MINUTES - 5/26/1993PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD WEDNESDAY, MAY 26, 1993
The meeting was called to order at 7:05 P.M. by Chairman Edwin
P. Dumke. Also present were Committee Member Schneider,
Superintendent John Loughney, Mayor De Angelis and those per
the attached list.
The Committee reviewed elimination of silt traps for the Lake
Forest Development. Mr. Bill Painter of Painter & Associates
appeared before the Committee. Correspondence from the City
Engineers dated May 25, 1993, stated that they agree that the
silt traps are a hazard to the building residents; they are not
properly fenced, they are steep and deep; and they apparently
never adequately functioned as sedimentation basins. The
Committee concurs with the City Engineers recommendation that
the storm sewers should be completed as per sheet 14 of 33
provided that the Little Muskego Lake Association and the DNR
approve their elimination and that adequate safeguards are provided to prevent sedimentation downstream from pond 1. Ald.
Schneider moved to approve that the silt trap be removed
subject to receiving DNR and Little Muskego Lake Association
approval. Seconded by Ald. Dumke, motion carried.
The Committee discussed drainage concern on Thode Drive
(Smukowski). Ald. Dumke moved that the City will do the
construction subject to the property owner supplying the materials. Seconded by Ald. Schneider, mo~tion carried. Mr.
Smukowski was advised that prior to commencement of work he
must provide the City with a temporary construction easement.
The Committee discussed proposed widening of Durham Drive at the intersection of CTH L. Ald. Schneider moved to defer until
June meeting in order for the City Engineer to submit a plan to
Waukesha County for review and secure information on funding available. Seconded by Ald. Dumke, motion carried.
The Committee discussed drainage concern for the Volz property
at 565 W13173 Longfellow Drive. The Committee tabled any action as they did not feel there was a problem in the area and
the property owner did not appear.
The Committee discussed Parkland Pond's effect on the Howitt
property and felt that the problem has been corrected at
present and the property owner will contact the City in the future if there are any further problems.
Mayor De Angelis discussed with the Committee the Plan
Commission's request to have the Committee determine whether the City should require the paving of the street extension to
the west property line for the Arno Telier Subdivision on Northview Drive. Ald. Schneider moved to require that the road
be extended approximately 1800 ft. with the extension ending in

a temporary cul de sac at lot 6; the remaining 225 ft. is to be
a 60 ft. wide road reservation. Seconded by Ald. Dumke, motion
carried.
supt. Loughney discussed with the Committee the need for a
storm sewer on Durham Drive, north of Woods Road. The
Committee determined that Supt. Loughney will work with the
City Engineers to come up with possible solutions for the diversion of water. The Committee acknowledged that a fill
permit would be needed in order for the front yard to be filled and the driveway to be brought up to the proper grade and the
permit is required prior to commencement of work.
The Committee discussed deadline for submittal of construction
plans to the Public Works Committee for approval. This item
was brought back to the Committee in order to have continuity
between the Public Utilities Committee and the Public Works
Committee. Ald. Dumke moved to set the deadline date for submittal at fifteen (15) working days prior to the meeting.
Seconded by Ald. Schneider, motion carried.
There was nothing to report on soil erosion for Plum Creek East
Subdivision.
The Committee reviewed grading plans for the Lutsch Estates,
0
Spitzner property and Kablitz property along with
correspondence from the City Engineer dated May 26, 1993, addressing the submitted grading plans. Ald. Schneider moved
that the engineer for the three projects review Ruekert & Mielke's comments, make the necessary corrections and resubmit for approval. Seconded by Ald. Dumke, motion carried.
The meeting adjourned at 9:40 P.M.
Respectfully submitted,
Alderman William H. Schneider
