Public Works Committee - MINUTES - 7/29/1993CORRECTED PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JULY 29, 1993 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Schneider and Misko, Ald. Woodard, Mayor De Angelis, Supt. Loughney and those per the attached list. The Committee discussed drainage concern for the Edward Manges, Jr., property addressed 583 W20671 Janesville Road. The Committee deferred until the August meeting in order to obtain additional information from the Building Inspection Director and Plan Director as to paving of the parking lot for the body shop. Mayor De Angelis further discussed with the Committee the floodplain concern in Tess Corners on Brookside Lane which affects Mr. and Mrs. Kopshe and their adjacent neighbors. Ald. Schneider moved to direct the City Engineers to shoot grades on the above properties at a cost not to exceed $l,OOO.OO. Seconded by Ald. Misko, motion carried. The Committee further discussed drainage concern of Mr. Volz on Longfellow and determined that nothing was required to be done by the Public Works Department at the present time. Upon adoption by the Common Council, copies of these minutes will be sent to Mr. VOlZ, upon his request. Supt. Loughney further discussed with the Committee drainage concern on S69 W14780 Cornell Drive (Mikulice). Durham Drive has been black topped at the crest of the hill south to the Mikulice property and approximately 400 feet of storm sewer and required storm basin will be budgeted to be installed in 1994. The Committee discussed City Engineer's report on Lake Brittany overflow pipe. The Committee determined that Supt. Loughney will clean storm sewer outfall to Lake Brittany and that he and Ald. Dumke will review after next heavy rainfall. The Committee further reviewed requirements for sediment traps for the Lakeview Subdivision. The Committee felt that most concerns had been addressed with the exception of pond #6, problems with concrete storm sewer and street erosion. supt. Loughney will talk to City's erosion inspector, Tom Chiconas, and visit the site to determine remedy. supt. Loughney checked with the Muskego-Norway School District regarding the widening of Durham Drive at the intersection of CTH L and reported that the District was not in agreement with the 150' of curbing on the east side of Durham Drive, but they will agree to 75' of curbing. It was noted that there is not money in the 1993 budget for this project and that Supt. Loughney will report back to be Committee when all major road improvements have been completed to see if there is a surplus available. 0 0 Public Works Committee - Page 2 July 29, 1993 Ald. Woodard appeared before the Committee to discuss drainage concern on Spinnaker Lane. The Committee directed that the affected property owners meet with Mr. Kaerek to resolve the problem and return to the August 26, 1993, meeting to discuss any available options. Attorney Jim Finn and the builder for the property addressed 575 W13863 Bluhm Court appeared before the Committee to discuss basement flooding on the property. The builder of the home for the property owner claimed pond level and lack of outlet to pond are the cause of the problem. He indicated that he is presently involved in liquidated damages with the property owner. Mayor De Angelis will check with the Building Inspection Director, and our City Attorney to determine if the City is involved. The Committee reviewed request for Acceptance of Improvements for storm sewer for Settler's Creek. Ald. Dumke moved to recommend Acceptance of Improvements and to release $5,005.00. Seconded by Ald. Schneider, motion. The Committee discussed with Supt. Loughney the Lake Brittany water level and determined that nothing will be done at the present time as they did not feel it presented a problem. Mr. Stan Potrykus discussed with the Committee possible elimination of sump pump hook-up for the Robert Adams development on future extension of Lions Park Drive. Ald. Schneider moved to deny request. Seconded by Ald. Misko, motion carried. The objection to weed cutting charges on Hillendale, south of HWY. L was removed from the agenda as the petitioners did not appear. The Committee reviewed correspondence received from the City Engineers, Ruekert & Mielke, dated July 20, 1993, which was a follow-up to a meeting held July 14, 1993, wherein engineering services with the City of Muskego were discussed. Since January of 1993, someone from the engineering firm has been attending Public Works, Utilities and Plan Commission meetings without any charge to the City. The reasons for their attendance were to show that their engineering input can be of value in the City's decision making process and to familiarize themselves with the concerns of the City regarding projects and to be able to respond to those concerns in person. Ruekert & Mielke proposed a reduced hourly rate schedule to be used on an "as-needed" basis for the remainder of 1993. Ald. Dumke moved to recommend City Engineer attendance at the Public Works Committee meetings as they felt it would alleviate some of the problems by getting answers quickly. Seconded by Ald. Schneider, motion carried. Mr. Stan Potrykus appeared before the Committee to discuss proposed road dedication for the Ludwig/Strampe land division on Mystic & Woods Road. Ald. Schneider moved to have the corner radius extend 50 ft. to pipe to make a 90' radius. Seconded by Ald. Dumke, motion carried. Public Works Committee - Page 3 July 29, 1993 Mayor De Angelis discussed with the Committee a new policy on wetlands and floodplains which included the following: Floodplain Ordinance. Chapter 14, Section 2.1, 7.1 and 7.3 (l)(c). Possible recommendations would be to reduce the amount of land that can be altered to change the floodplain to either a specific square footage or a percentage of the affected floodplain. Mayor De Angelis advised that he is arranging for a DNR representative to be present at the August meeting. The Committee reviewed the storm drainage, road layout and grading for the Plum Creek East Subdivision. Ald. Schneider moved to approve storm drainage, floodplain areas that have been altered (subject to DNR approval), grading plans, and road layout subject to lot #37 being removed from the final plat. It was noted that some alterations may be needed on the south pond. Seconded by Ald. Dumke, motion carried. The Committee reviewed the master grading plan for Wilkinson Estates. Ald. Dumke moved to approve. Seconded by Ald. Schneider, motion carried. The Committee reviewed the master grading plan for Lutsch Estates along with correspondence from the City Engineers dated July 29, 1993. Ald. Dumke moved to approve subject to compliance of all items listed in the City Engineers report. Seconded by Ald. Misko, motion carried. The Committee reviewed storm drainage, road layout and grading plans for the Foxboro North Subdivision. Ald. Schneider moved to approve the plans subject to the Subdivider's Agreement designating that the wet areas be called detention ponds; one on the east end of the Subdivision and one in the center, and each pond must be fully vegetated around the outer edges. Seconded by Ald. Dumke, motion carried. Correspondence from Plan Director Larry Kirch was read relating to ditch requirement for Lakeridge Apartments. Ald. Misko moved to request Ruekert & Mielke to determine what can be done to alleviate the drainage concern from Lakeridge Apartments to Lake Point Estates-West detention area. In 1991, the City required that Barker Homes place a ditch along what will be Parkland Drive. There is money in the Letter of Credit for Mr. Barker to cover the cost to construct this ditch. It is to be determined if the City has the road right-of-way for Parkland South and a determination made to ditch or storm sewer the area in order to detain or retain water. Seconded by Ald. Schneider, motion carried. The Committee reviewed resubmittal of grading plan for lot #17 in the Lake Forest Subdivision. Ald. Schneider moved to approve subject to review and approval being received from Waukesha County Park and Planning and owner of lot 16. Seconded by Misko, motion carried.
