Public Works Committee - MINUTES - 1/28/1993PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 28, 1993 The meeting was called to order at 7:05 P.M. by Chairman Dumke. Also present were Committee Member Schneider, Mayor Salentine, Public Works Superintendent John Loughney, Stan Potrykus (Metropolitan Engineering), JoAnn Gillespie, Thomas J. Murn, Carl Wegner (Moose Lodge), Wil Vidal and Howard Schneider. The Committee discussed urban/rural drainage projects. Stan Potrykus appeared before the Committee to discuss required street paving for Kelly Drive. Asphalt costs incurred in the front of the three lots that are receiving assessments for utilities (2195.977.001-sewer and water, 2195.976-sewer and water, and 2195.977.004-water) should be responsible for their portion of the improvements. The road upgrading for the frontage of Kelly Drive that is to be reconstructed, due to the watermain installation, is to be disbursed among the properties involved in the project, including the above three lots. The cost for the oversizing of the storm drainage pipe and any storm drainage improvements which are not required as part of the development will be assumed by the City. Carl Wegner, representing the Muskego Moose Lodge, appeared before the Committee to have the engineering plans for the proposed retention pond approved. Ald. Dumke recommended approval subject to the engineer providing design calculations that meet with the Superintendent of Public Works approval. Seconded by Ald. Schneider, motion carried. Mayor Salentine updated the Committee on the progress made by the Little Muskego Lake Dam Committee. Ald. Schneider moved to approve the alternate route for the location of the alarm for the Little Muskego Lake Dam in the amount of $3,750.00. Seconded by Ald. Dumke, motion carried. The installation will be placed on the city-owned easement which is located to the south of the creek on the Ronald Hammond property (2195.995.003). Superintendent Loughney is directed to clarify the request by Wisconsin Bell for $544.00 for work done pursuing an easement on the Mecha property. The Committee reviewed status of Big Muskego Lake Dam. There has been no correspondence received from Bill Sturtevant addressing the latest engineering report forwarded to his office. The discussion on need for stop signs on Woods Road and Durham Drive was referred to the Public Safety Committee. Superintendent Loughney advised the Committee that there was a request to place a fence on property that may by road right-of-way on York Ct. which is part of Parkland No. 2 Subdivision. The Committee requests that the Plan Director Public Works Committee - Page 2 January 28, 1993 determine the road right-of-way and the ownership of the outlot. Superintendent Loughney notified the Committee that one of the employees in his department is retiring and that a vacancy notification will be sent to all aldermen. The Committee discussed the selection of an engineering firm for the Parkland Siltation Pond for hydraulic analysis and design for a stormwater detention basin retro-fit. Ald. Schneider moved to secure competitive bids on the proposal and request the DNR to provide the terminology for securing quotes. The costs are to be reviewed at the February 25, 1993 Public Works Committee meeting. Seconded by Ald. Dumke, motion carried. Wil Vidal withdrew his request to pursue an agreement with the City of Muskego for using city roads and park system to haul riprap to his island. The meeting adjourned at lo:45 P.M.
