Public Works Committee - MINUTES - 2/25/1993PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 25, 1993 The meeting was called to order at 7:OO.P.M. by Chairman Dumke. Also present were Committee Members Schneider and Simmons, Public Works Superintendent Loughney, Ald. Dave Sanders and those per the attached list. The Committee discussed urban/rural drainage. Superintendent Loughney informed the Committee that the City Engineers are requiring revised calculations on the detention pond that is being proposed by the Moose Lodge. The Moose Lodge is to be informed of the request. Mayor Salentine and Superintendent Loughney advised the Committee that a meeting was held with the City Attorney, City Engineer and F. C. Price Company, the contractor for the Public Works Garage expansion. The meeting was held to resolve the liquidated damages which have been calculated by the City Engineers to be $59,200. The representatives from F. C. Price Company offered to settle for $18,000.00. Ald. Schneider moved that the offer of $lE,OOO.OO was not acceptable and that the Mayor and Superintendent of Public Works will pursue an acceptable settlement. Seconded by Ald. Simmons, motion carried. The Committee reviewed correspondence from the City Attorney dated February 11, 1993, which proposed language to be included in the Midwest Engineering Co. soil boring contract. The Committee agreed that the language would be adequate insurance coverage. The Committee reviewed the following two proposals which would provide the Scope of Services for the Retrofit of the (Freedom Square) Parkland ponds which will be funded by the Little/Big Muskego/Wind Lakes Priority Lakes Watershed grant: Ruekert & Mielke $6,700 R. A. Smith & Assoc., Inc. $6,000 Mr. Neal O'Reilly gave a presentation on behalf of the proposal from R. A. Smith & Assoc., Inc. Ald. Simmons moved to recommend acceptance of the proposal from R. A. Smith & Assoc., Inc., for an amount not to exceed $6,000.00 which allows $700.00 to be available for soil borings, bid specifications and regulatory permits. Seconded by Ald. Schneider, motion carried. . Ald. Sanders appeared before the Committee supporting the installation of a skeleton storm sewer to solve a problem area on Karen Ct. (Lake Meadows Subdivision). Superintendent Loughney indicated that properties on Restful Lane & properties in Meadow Green-West Subdivision also have sump pump discharge Public Works Committee - Page 2 February 25, 1993 problems. The Committee requested that they be supplied with the costs for resolving storm sewer problems for their March 25, 1993 meeting. The Committee reviewed correspondence dated February 11, 1993, from Mr. William D. Sturtevant of the DNR responding to the City Engineer's comments pertaining to the physical status of the Big Muskego Lake Dam. Based upon Mr. Sturtevant's letter, Ald. Simmons moved to recommend to the Common Council that they do not accept the Big Muskego Lake Dam. Seconded by Ald. Schneider, motion carried. The plans for Lakeview Highlands Addn. #1 were reviewed along with correspondence from the City Engineers. It was noted that the revisions were incorporated into the plans submitted. Stormwater calculations have been submitted to the City Engineers and approval of the calculations must be received prior to the preconstruction meeting. The Committee recommends that the Homeowners Association be responsible for the silt trap and outlot areas with language in the Deed Restrictions that would set specifications on when the traps are required to be cleaned. Ald.Schneider requests notification of the preconstruction meeting and is requesting a bond to assure that the restoration work is completed prior to any construction.
