Public Works Committee - MINUTES - 8/26/19930 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, AUGUST 26, 1993 The meeting was called to order at 7:00 P.M. by Acting Chairman William H. Schneider. Also present were Committee Member Misko, Mayor De Angelis, Supt. Loughney, Ald. Woodard, Ald. Taube, Richard Eberhardt and Michael Campbell (Ruekert & Mielke) and those per the attached list. Lynn Torgerson from the Department of Natural Resources appeared before the Committee to discuss possible amendments to the City of Muskego's Floodplain Zoning Ordinance. She provided the Committee with copies of floodplain ordinances from Walworth, Kenosha and Howards Grove. The Committee will continue discussion at their September meeting. Residents from Spinnaker Lane appeared before the Committee to discuss drainage concerns. The Committee was informed that Mr. Michael Kaerek, the Developer, was willing to make adjustments to the drainage ponds at Lake Point Estates-West. The Committee requests that Mr. Kaerek appear before the Committee at their September meeting. 0 The Committee discussed the status of the drain tile near the old Schafer Farm entering into Kingston Bay . Ald. Schneider moved to direct that the potential developer (Yunker) dig a trench, across parcel 2 to try to locate the drain tile and determine if it is a "live" tile unless it can be located at the lake edge. The water is also to be tested to assure that it is clear drainage water. Supt. Loughney will work with the developer's engineer, Stan Potrykus, to review the situation and if the water is found to be clear, the Committee will then grant building permits. Seconded by Ald. Misko, motion carried. Mr. Henry Herdeman appeared before the Committee to discuss drainage concern on his property off of Parker Drive. Ald. Misko moved to approve Mr. Herdeman's request to have the City Engineers stake out the existing drainage easement on both sides with permanent markers. Seconded by Ald. Schneider, motion carried. Mr. Herdeman also advised the Committee that he has two broken drain tiles. Ald. Misko moved to direct the Public Works Department to repair the tiles. Seconded by Ald. Schneider, motion carried. It was determined that the drain tiles will be repaired after the easement has been re-staked with permanent markers and Mr. Herdeman is to be notified prior to work commencing. supt. Loughney discussed with the Committee and representative from C. I. Banker (Industrial Park) a request to relocate a drainage ditch on the property. The Committee determined that 0 an on-site inspection was necessary, and will call a special meeting for Friday, August 27, 1993, at lo:45 A.M. to convene Public Works Committee - Page 2 August 26, 1993 at the Public Works Garage and then to the industrial park site to make a decision after a physical inspection of the site. The Committee discussed with the City Engineer and the developer's engineer, new plan and computations for the widening of Lannon Drive for a turning lane. Required modifications were agreed upon and Ald. Schneider moved to approve the plans subject to the revisions being made and the receipt of the City Engineer's final approval. It was also noted that the approval is subject to receipt of a Waukesha County Department of Transportation permit and that there will be a sixty day project completion time limit from the adoption of the Committee's minutes at the Common Council meeting of Sept 14, 1993. Seconded by Ald. Misko, motion carried. The Committee reviewed the steep road grade for Lakeview Highlands and deferred until possible special meeting on Friday or next regular meeting September. The Committee reviewed engineering plans for storm sewer, road and grading for Lakewood Meadows Addn. #1 Subdivision. Ald. Schneider moved to approve plans subject to compliance of all City Engineers recommendations in correspondence dated August 6, 1993. Seconded by Ald. Misko, motion carried The Committee reviewed engineering plans for storm sewer, road and grading for Foxboro North Subdivision. Ald. Schneider moved to approve subject to sump pumps on lots 4, 18, 19 and 35 being insulated, and all other sump pumps to be insulated if less than 4 ft. deep; approval of all utility easements from Wisconsin Electric Power Company; approval from City Engineers, and also to authorize the Mayor to sign the required WEPCO easement documents. Seconded by Ald. Misko, motion carried. The Committee reviewed the storm sewer, road and grading plans for Candlewood Creek-Phase I Subdivision. Ald. Misko moved to recommend approval subject to all items being complied with in the City Engineer's correspondence of August 24, 1993, with the following amendments: 3. C) A 150 ft. Decel Lane on Woods Road A 100 ft. Accel Lane on Woods Road 3. G) The ends of the boulevard island must be "bullnosed" ie: ramped from pavement to point of tangency; 18 ft. on each side of boulevard and 18 ft. to 22 ft. on the turn lanes. 3. J) West Silt Trap to be 778.0 and East Silt Trap to be 780.0. 3. K) ~Required 20 ft. easement for silt pond and 20 ft. easement for manholes. Public Works Committee - Page 3 August 26, 1993 3. L) Sump pump discharge must be shown on plans 4. C) Candlewood Lane should have a turn-around lane at the end of road (cul-de-sacs), and Linwood Lane to have full improvements to end of lot lines (cul-de-sacs). 5. A) Same requirements as 3C above. 10. D) The entrance lane is required to be 18 feet wide pavement. The exist lane will be 22 feet to allow stacking for both left and right turns. Seconded by Ald. Schneider, motion carried. Bill Carity appeared before the Committee with revised master grading and drainage plans for Lake Forest Subdivision. Ald. Schneider moved to approve plans subject to approval of changes recommended by the DNR and City Engineers to be made and ;;;yved prior to the Common Council meeting of September 14, . The emergency overflow outlet for pond #3 must be moved north on lot #Il. Seconded by Ald. Misko, motion carried. Ald. Schneider moved to approve the grading/soil erosion plans for the dirt stock pile on the commercial area in the Lake Forest Development. Seconded by Ald. Misko, motion carried. The Committee reviewed the stormwater management study for the Stoney Creek Development. Ald. Schneider moved for approval subject to receipt of an upgrade for the detention pond and compliance of all items in the City Engineers report dated June 4, 1993. Seconded by Ald. Misko, motion carried. Mayor De Angelis updated the Committee on the floodplain concern on Brookside Lane (Kopshe). The Committee deferred action on the widening of Durham Drive to be discussed during the 1994 budget process. Michael Campbell and Richard Eberhardt (Ruekert & Mielke) discussed with the Committee Comprehensive Plan Map No. 8, "Recommended Improvements for Year 2010 City of Muskego Arterial Street and Highway System Plan". This item will again be discussed at the September meeting. The Committee removed item for Acceptance of Improvements for Park Place West Subdivision. The Committee removed item for Acceptance of Improvements for College Square Subdivision. The Committee reviewed a sample of a Subdivider's Agreement for the Village of Sussex. Ald. Schneider moved to recommend incorporation of the following two items into the City of Muskego's Subdivider's Agreements: Public Works Committee - Page 4 August 26, 1993 0 l. To clean all storm sewers prior to issuance of building permits and acceptance of the improvements by the City of Muskego. 2. Retain right to require subdivider to install additional storm drainage and erosion control measures prior to acceptance of improvements by the City of Muskego. Seconded by Ald. Misko, motion carried. supt. Loughney reviewed with the Committee the following bids received for the sale of a used truck: Mr. Lang $ 6,590.OO Mr. Yaeger 7,251.50 E & K General Hauling 8,750.OO Sweep All 8,800.OO Kocourek Shoreline 8,200.OO Metropolitan Maintenance 9,102.oo Ald. Schneider moved to recommend approval of bid received from Metropolitan Maintenance at a cost of $9,102.00. Seconded by Ald. Misko, motion carried. The Committee deferred action on recommendations for the 0 Subdivider's Procedural Guide to the September meeting. Mayor De Angelis advised the Committee that the City has now been named as a third party in a law suit regarding the basement flooding on the Lars Petersen and Merete Lannung property at S75 W13863 Bluhm Court. The Committee further discussed drainage concern on the Edward Mageske property at S83 W20671 Janesville Road. The Committee recommends that a letter be sent to Waukesha County to request that they address rerouting of some of the storm drainage water along CTH L in this area. The Committee reviewed minutes of July 29, 1993. Ald. Schneider moved to correct paragraph to read, "Durham Drive has been black topped" instead of "Durham Drive will be black topped". Seconded by Ald. Misko, motion carried. Under Communications and Any Other Business As Authorized By Law, the Committee reviewed with Mayor De Angelis a request from Country Club Villages to construct one-half boulevard entrance. The Committee indicated that they would not be receptive to any such proposal. , supt. Loughney reported that the Little Muskego Lake District 0 is interested in storing their weed harvester in the Public Works garage. The Committee determined if Supt. Loughney determined there was sufficient room, the weed harvester could Public Works Committee - Page 5 August 26, 1993 l be stored, but if room was not available, it could be stored on the grounds outside of the garage.
