Public Works Committee - MINUTES - 8/23/1993PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 23, 1993 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Schneider, Mayor De Angelis, Supt. Loughney, Ald. Taube, and those per the attached list. Committee Member Misko arrived at 9:30 P.M. Mr. Larry Lossman, SlOO W13497 Loomis Drive, appeared before the Committee to discuss a ditch problem. Mr. Lossman was notified that he must remove the excess dirt from his ditch and the amount will be determined by Supt. Loughney. Supt. Loughney and Ald. Dumke will meet at Mr. Lossman's property to review the problem. Mr. and Mrs. Kevin Mutschler, S78 W16465 Spinnaker Lane, appeared before the Committee to request the City to assist in having the developer of Lake Point Estates finish grading of retention area as soon as possible. Ald. Schneider moved to direct that a letter be sent to the developer requesting him to advise of timetable prior to the October meeting. Seconded by Ald. Dumke, motion carried. The Committee discussed the status of liquidated damages on Public Works Garage Addition. The Committee recommended that we try to settle the liquidated damages, if possible, along with completion of the work. City Engineer Michael Campbell presented Comprehensive Plan No. 8, Arterial Street and Highway System Plan to the Committee. The Committee will further review at the October meeting. Mr. Don Bebe and Al Will appeared before the Committee with revised master grading and drainage plans for Lake Forest Subdivision. Ald. Schneider moved to approve plans subject to compliance to Ruekert & Mielke's letter of September 23, 1993, submittal of soil erosion plans, and receipt of approved plans by DNR prior to Common Council meeting of September 28, 1993. Seconded by Ald. Dumke, motion carried. The Committee continued discussion on possible amendments to Floodplain Ordinance. The Committee further discussed Lannon Drive turn lane and CTH L and are waiting for information from Waukesha County. supt. Loughney discussed with the Committee a request for enlarging the cul de sac on Kurtze Lane. The Committee deferred action until the October meeting in order to allow the Committee to survey the area. The Committee discussed establishing time for opening of Little Muskego Lake Dam. Ald. Dumke moved to wait for drawdown until October 15, 1993. Seconded by Ald. Schneider, motion carried. supt. Loughney discussed with the Committee the need for contracting out some of the street sweeping for the Public Works Department. The Committee moved to send to Finance Committee their recommendation for approval of the $7,500 disbursement for contracting for additional street sweeping which is part of the 1994 Public Works Department Operating Budget. The Committee reviewed City Engineer's report on Lake Ridge Apartments Drainage Alternatives. The Committee deferred action to allow time for the City Engineers and Mayor De Angelis to confer with the affected property owner. The Committee discussed road condition in Glenbrook Subdivision and Supt. Loughney advised that the problem has been taken care of. The Committee reviewed City Engineer's cost estimate for final lift of overlay for Settler's Creek Subdiv.ision. Ald. Schneider moved to approve Mayor De Angelis and Supt. Loughney reviewing and approving new figures submitted by Mr. Klenz. Seconded by Ald. Misko, motion carried. Ald. Schneider moved to recommend approval of acceptance of improvements of College Square and West Park Place Subdivisions. Seconded by Ald. Misko, motion carried. The Committee reviewed revised plans for Lakeview Highlands North. Mr. Jahnke appeared before the Committee to request approval to start miscellaneous construction prior to construction of retention pond. Ald. Schneider moved to deny request and to adhere to City's policy that retention pond must be constructed prior to any other construction. The meeting adjourned at lo:45 P.M.
