Public Works Committee - MINUTES - 10/29/1992PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, OCTOBER 29, 1992 The meeting was called to order by Chairman Dumke at 7:12 P.M. Also present were Mayor Salentine, Superintendent Loughney, and Ald. Misko. Mayor Salentine noted that a quorum of the Committee was not in attendance. Status of the Little Muskego Lake Dam with two of the affected property owners was discussed. The alarm requirement will be referred to the City Engineers for a recommendation as to the option of using radio communications to transmit the lake level information to the SCADA computer at an estimate of $6,000.00 in additional expenditures, or attempting to acquire an easement on Mecha or Hammond property. John Ingersoll, owner of Snow Leasing, Inc. of Muskego, appeared before the Committee to present proposal for leasing trucks and accessories. Procedure For Fill or Land Disturbing Permit was reviewed, as attached, and a correction was made to the last paragraph to designate that appeals would be made to the Public Works Committee, not the Board of Appeals, and designating that this procedure only applies to filling over 50 yards. Correspondence from the City Engineers on work remaining on the Hillendale, North of HWY. L Sewer and Water Project was reviewed. Superintendent Loughney will contact the Muskego-Norway School District to discuss additional land needed in order to install turning lane at the intersection of HWY. L and Durham Drive for traffic coming off of Durham Drive. The required storm sewer on Valley/Pioneer Drive was deferred pending conditions of the Chapter 30 permit. Ald. Dumke will be meeting with Mr. Todd Bushberger to review his sump pump drainage concern. Ald. Misko will inform Parks & Recreation Board of storage availability in the Parks Garage to house the materials that are currently being stored under rental lease. Superintendent Loughney indicated that construction of a turning lane on Lannon Drive should be delayed until Spring because of the closing of asphalt plants. A culvert to serve the Barker Apartments will be installed. The meeting adjourned at 9:45 P.M Respectfully submitted, Edwin P. Dumke, Chairman PROCEDURE FOR FILL OR LAND DISTURBING PERMIT 1) Petitioner meets with Director of Public .Works to explain request. a. Petitioner provides to Director of Public Works a topographical drawing giving existing elevations of affected area and surrounding properties. b. Petitioner provides to Director of Public Works a topographical drawing giving proposed elevations of area to be disturbed or filled. C. Petitioner provides to the Director of Public Works information regarding the volume of fill to be hauled in or out of site and proposed truck routes. d. If fill to be hauled to or from a second location, information regarding the second location shall be provided. 2) The Director of Public Works shall review the information submitted and issue a response in writing to the Petitioner with a copy to the Mayor and the Director of the Building Department. This response shall list any and all conditions that the Petitioner shall meet to qualify for the permit. EXAMPLES: Final grades, haul times, truck size, road bonding, angle of slopes, expiration date for permit, maximum area to be disturbed at one time, etc. 3) If request is approved, the Petitioner shall bring a copy of the written response from the Director of Public Works to the Bu,ilding Department where the permit will be issued, as soon as erosion measures have been determined, installed, and inspected.. Erosion control measures will be explained and listed as conditions on the permit, in addition to those listed by the Director of Public Works in his approval letter. 4) If the request is denied, the Petitioner has 30 days in which to get on the agenda for the Board of wt.0 appeal the Director of Public Works' decision. @&WA
