Public Works Committee - MINUTES - 5/28/1992PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 28, 1992 The meeting was called to order at 7:00 P.M. Present were Committee Members Schneider and Simmons, Mayor Salentine, Superintendent John Loughney and Ald. Patterson. The Committee had a general discussion on Urban/Rural drainage projects. The Committee reviewed status of drainage on the M & W Marine property on College Avenue. M. & W. will be adding fill to the east side of their property to construct the drainage ditch from New Berlin to Janesville Road in a manner that will assure that the water will not cross the M 6 W Marine property to the Arnold Kurth property. The City will improve the drainage on the Arnold Kurth property, with his permission, after the reconstruction of the New Berlin drainage ditch. The Committee reviewed Woodcrest Heights Subdivision road and storm drainage improvements. Ald. Simmons moved to recommend Council acceptance of improvements. Seconded by Ald. Schneider, motion carried. Road and drainage plans for Foxboro Subdivision were reviewed with Stan Potrykus. The storm sewer will run to Mystic Drive. The engineer will determine if culvert is needed on Foxboro Place and Mystic Drive. Ald. Schneider moved to approve plans. Seconded by Ald. Simmons, motion carried. The Committee discussed storm sewer requirements. Ald. Schneider moved to recommend the following amendment to Chapter 16, Section 16.20 of the Municipal Code to include a skeleton storm sewer system requirement: 16.20 DISCHARGE OF CLEAR WATER SUMP PUMPS (1) All sump pumps installed for the purpose of discharging clear water from foundation drains and ground infiltration and where the building is not served by a storm sewer, shall either discharge into a conduit leading to a drainage ditch, not a roadside ditch,that has been provided for surface water drainage or if no drainage ditch has been provided for surface water drainage, the water shall be discharged to the ground at a distance of not less than 3 (three) feet and no more than 15 (fifteen) feet from the building foundation and from there be discharged to the front of the building in such a manner that the water shall cross the owner's property towards the street. In no event shall a rigid or a non-rigid conduit be attached to direct the water onto the street or the adjacent property or so as to create a nuisance. If a property has curb and gutters, the property shall hook up directly to the storm sewer, if available. Public Works Committee - Page 2 May 28, 1992 (2, A skeleton storm sewer system is required in a Subdivision which is served by a storm sewer. Seconded by Ald. Simmons, motion carried. The Committee reviewed request from the Public Welfare Committee to allow disposal of tree branches at Historical Site on Racine Avenue. The Committee agreed to the disposal of branches from April 1st thru October 31st at the Historical Site every Friday and Saturday, during daylight hours, that are trimmed to a maximum of 6 inches in diameter and cut in no longer than eight foot lengths. No construction material will be allowed. Any violators will be subject to a fee of $100.00, plus costs, per Section 11.04 of the Deposit & Forfeiture Schedule. The Public Works Department will construct sign with above regulations. Superintendent Loughney discussed status of Public Works Building addition. The addition is nearing completion. Paving costs will be taken from the Public Works Building contingency allocation. Superintendent Loughney updated the Committee on his communications with Waukesha County on the proposed right turn lane at intersection of Durham Drive & CTH L. Superintendent Loughney was requested to send a letter to the Muskego-Norway School District requesting a meeting to discuss their cooperation in providing a turning lane on Durham Drive and CTH L. Superintendent Loughney reported on Waukesha County's MSIP (Municipal Street Improvement Program) meeting and advised that additional funds will be granted to the City by the State. The Committee discussed the possibility of the Public Works Department being given the jurisdiction of the Recycling Program.
