Public Works Committee - MINUTES - 3/26/1992PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 26, 1992 The meeting was called to order at 7:Ol P.M. by Chairman Dumke. Also present were Committee Members Simmons and Taube, Mayor Salentine and Public Works Superintendent John Loughney. The Committee discussed Urban/Rural Drainage projects. supt. Loughney reported that Public Works Garage Addition is progressing on schedule. The Committee discussed maintenance of Luther Parker Cemetery. A memorandum was sent to the Parks & Recreation Board on March 3, 1992, advising that the City has been contacted by the Muskego Jaycees who are volunteering to maintain the cemetery. It was suggested that the cemetery should be the responsibility of the Parks and Recreation Board and suggested that the Historical Society could oversee the maintenance program with the Jaycees doing the actual work. The Parks & Recreation Board responded with a recommendation that the Public Works Department assume the jurisdiction of the maintenance of this site. The Committee recommended that a resolution be put on the April 14, 1992, Common Council to designate the responsible Board for the Luther Parker Cemetery. The Committee discussed the 1992 Road Improvement Program and determined that the City would advertise for bids. Chairman Dumke and Supt. Loughney discussed with the Committee a request for a street light on McShane Drive. Ald. Taube moved to deny request. Seconded by Ald. Simmons, motion carried. The Committee reviewed the following quotes received on a Cruzair and Truck: Truck Lakeside International $63,458. Badger Ford 64,746. Ernie Von Schledorn 69,030. Cruzair Case Cruzair $101,778.53 Grade All 117,690.OO Ald. Dumke moved to recommend approval of the low bid for the truck from Lakeside International in the amount of $63,458. and the low bid for the Cruzair from Case Cruzair in the amount of $101,778.53. Seconded by Ald. Taube, motion carried. Public Works Committee - Page 2 March 26, 1992 The Committee discussed setting a minimum wage scale for projects bid by the City. A sample resolution was reviewed and the Committee determined that the City of Muskego, in accordance with Section 66.293, Wis. Stats., establishes as the wage scale to be paid pursuant to that statute, the greater of the Federal minimum wage or the State of Wisconsin minimum wage, as that wage shall be established by the Congress or by the State of Wisconsin, from time to time. Mayor Salentine and Supt. Loughney updated the Committee on potential funding from the State (LRIP) Local Road Improvement Program. The Committee recommended applying for funds that have determined to be approximately $6,000.00. A discussion was held on turning lane on Durham Drive and Hwy. L. supt. Loughney has been in contact with Waukesha County Highway Department. It is necessary to survey the road to determine the right-of-way and the Committee instructed Supt. Loughney to proceed with the survey. Amendments to Chapter 8, Section 8.04, of the Municipal Code (Street Excavations) was reviewed. Ald. Simmons moved to recommend Council approval. Seconded by Ald. Taube, motion carried. It was noted that the proposed ordinance will have to include the new permit rates of $480.00 for a normal road cut 36 inches wide, one-half of width of the road, and $720.00 for a normal road cut 36 inches wide and the full width of the road. The Committee requests that a review of the City Hall parking lot and sidewalk be put on the April Public Works Committee agenda. The Committee reviewed Durhamswood #l and #2 roads and recommended Council acceptance of improvements. Storm sewer and road plans for Country Brook Estates-Phase II were reviewed approved.
