MINUTES OF MEETING HELD JULY 29, 1992
The meeting was called to order at 7:00 P.M. by Chairman
Dumke. Also present were Committee Members Schneider and
Simmons, Mayor Salentine, Ald. Taube, Ald. Misko, Supt.
Loughney and those per the attached list.
The Committee reviewed Public Works Committee minutes of June 24, 1992. Ald. Misko moved to clarify that he requested review
of Elm Drive recommending consideration for asphalt overlay in Fall of 1992. Seconded by Ald. Schneider, motion carried.
The Committee discussed Urban/Rural Drainage. Gregory and Pam
Boehm, developers of Meadow Green West Addn. #3, appeared
before the Committee to request approval for specific homes in
the Subdivision to run sump pumps to back of property instead of into storm sewer system. Ald. Dumke moved to deny request and to require that all homes be connected to the storm sewer
system. Seconded by Ald. Schneider, motion carried.
The Committee requested that Supt. Loughney supply them with
the costs involved in installing a concrete invert at the north
end of the Industrial Park on Apollo Drive, adjacent to Racine
Avenue.
The Committee reviewed proposed Ordinance 756 to amend Chapter 16, Section 16.20, of the Municipal Code of the City of
Muskego. Upon further review, Ald. Dumke moved to amend
proposed Ordinance 756 to state, "to a roadside ditch" in lieu
of "not a roadside ditch". Seconded by Ald. Simmons, motion
carried.
Superintendent Loughney made the Committee aware that the City
Attorney was in agreement with the City Engineer's letter to
the Contractor requesting the following breakdown of liquidated
damages:
Substantial Completion: 38 days @ $500 = $19,000 Final Completion: 43 days @ $300 = 12,000
TOTAL: $31,900 - plus Utility charges of $3,546
Superintendent Loughney advised the Committee that the
Muskego/Norway School District is receptive to granting an
easement for the work to be done to install a right turn lane
on Durham Drive at the intersection of CTH L. Ald. Schneider moved to direct the City Engineers to proceed with plans and to
provide a cost estimate in 1992 and the funds will be budgeted for a 1993 project. Seconded by Ald. Simmons, motion carried.
The Committee reviewed status of LML Dam soil borings and noted
expenditure was approved at the July 28, 1992 Council.

The Committee reviewed status of Detention Pond on Sunny Hill
Drive. Six neighbors were in attendance. The Developer is
requested to attend the August meeting.
Action on ditch concern on the Hetzel property on Spring Drive
was deferred until the August meeting.
The Committee will review the ordinance that allows for a fill
permit at their August meeting to define areas of responsibility and conditions.
Mr. Gassert, a representative from Metropolitan Engineering, appeared before the Committee to discuss drainage plans for the
Kelly Estates, Adams, Pufall and Gratzek development. Ald. Dumke moved to approve drainage plans and require a grading
plan for the Gratzek property that complies with the drainage
basins as developed. Seconded by Ald. Simmons, motion carried. Ald. Simmons moved that the oversizing of the storm sewer on Valley Drive, which will provide drainage for areas that are not related to the development requiring a 36"
diameter pipe instead of a 21" pipe at an estimated cost of
approximately $5,000, will be the responsibility of the urban
drainage account. Seconded by Ald. Dumke, motion carried.
