MINUTES OF MEETING HELD JANUARY 23, 1992
The meeting was called to order at 7:03 P.M. by Chairman
Dumke. Also present were Committee Member Simmons, Superintendent John Loughney and Mrs. Giesegh.
Mrs. Giesegh (S77 W18582 Janesville Road) appeared before the
Committee to discuss a water problem in her backyard that
occurs every Spring. Chairman Dumke and Superintendent
Loughney will view area and report back to the February
meeting. Ald. Simmons will also view area.
The Committee discussed intersection of Janesville Road and Durham Drive and determined that a letter be sent to Mr.
Burton Kalister, Waukesha County Highway Department, to
request a meeting to discuss possible widening of Durham
Drive, at intersection of Janesville Road, to two lines on
east side of street.
The Committee discussed Chapter 8, Section 8.04(9)
Excavations in Permanently Improved Streets as it relates to
improvements or repaving wherein no permit shall be issued open, cut or excavate said street for a period of five (5)

years from the date of repaving unless an emergency exists which makes it absolutely essential that the permit be
issued. supt. Loughney proposed that an amendment be made
state that if the road has to be opened, that the road cut fee then be increased to $3,000.00 the first year after an

improvement, with a reduction of $500.00 per year until the
sixth year when it would revert back to Section 8.04(8) which
states that a $400.00 fee for a normal road cut 36 inches wide one-half the width of the road, and a $600.00 fee for a
normal road cut 36 inches wide and the full width of the
road. The Committee directed that the City Attorney draft an
ordinance to provide for the above amendment. supt. Loughney
will work with Attorney Molter to create ordinance.
supt. Loughney noted that an amendment will also be made to
Chapter 8, Section 8.04(8) to delete the reference to
fractured stone and replace with slurry backfill. The City Engineers will be providing Supt. Loughney with the exact
kind of slurry backfill. Chairman Dumke moved to recommend
approval of amendment. Seconded by Ald. Simmons, motion
carried.
supt. Loughney discussed with the Committee certain fees for
Public Works projects. The Committee recommended a 20%
increase of these fees and Supt. Loughney will create a list which will be sent to Council as a formal resolution.

The Committee reviewed correspondence from Ruekert & Mielke
and Recommendations For Payments for Valley View Heights Sewer and Water Projects from Lakes Area Excavating. The
City Engineers are recommending that the request for raising
the contract price per square yard be denied, as well as the request for a reduced retainer. Ald. Simmons moved to
approve Recommendations For Payments as prepared by the City
Engineers and to deny requests for raising contract price and reducing retainer. Seconded by Chairman Dumke, motion
carried.
