MINUTES OF MEETING HELD AUGUST 27, 1992
The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Schneider and Simmons, Mayor Salentine, Ald. Patterson, Ald. Misko, and Superintendent Loughney.
There was nothing to discuss under Urban/Rural Drainage.
Mr. Robert Patch, developer of Lake Forest Subdivision,
appeared before the Committee to review the drainage plans for the detention pond in the Lake Forest Subdivision, adjacent to
Sunny Hill Drive. The property owners that were present did not feel that there was a need for a driveway. Ald. Simmons
moved to require an 8 ft. wide road to be installed a minimum
of 3 ft. from the lot line and as close to the pond's berm as
possible. This should allow for the majority of the trees to
remain and is not anticipated to require more than the removal
of three (3) trees. Seconded by Ald. Dumke, motion carried with
Ald. Schneider casting a dissenting vote.
Mr. Howard Schneider and Wil Vidal from the Little Muskego Lake
District appeared before the Committee and presented plans for
installation of a T-pipe for drawdown of Little Muskego Lake. Ald. Simmons moved that the Committee was receptive to the
redesign of the T-pipe provided that the Little Muskego Lake
District fund the cost and the project has DNR approval.
Seconded by Ald. Schneider, motion carried.
The discussion on a requested shadow lane on Janesville Road
(CTH L), west of Racine Avenue at entrance to Overlook Bay
Apartments, was deferred until the September meeting because
the petitioner was not in attendance.
Mr. Guyle Hetzel, W151 S6580 Spring Drive, appeared before the
Committee to express the need for the City of Muskego to
upgrade the existing drainage ditch that is located on both his
property and his adjacent neighbor's property. The City of
Muskego does not have an easement on the drainage way and, without it, the City cannot proceed to clean the ditch. The
Committee determined there will be no further action taken on
this matter at this time.
Mayor Salentine advised the Committee that the City has not
been notified by the affected property owners abutting the
Little Muskego Lake Dam that site engineering for soil borings
can proceed.
Superintendent Loughney advised that the City
Hall/Library/Police complex parking lot will be paved the week
of September 1, 1992.
The Committee deferred action on Soil Erosion Permits/Areas of
responsibility to the September meeting.

A discussion was held on the condition of the roads on
Hillendale Drive, North of CTH L, as a result of the recent sewer and water project. Ald. Ald. Schneider moved to
authorize Mayor Salentine and Superintendent Loughney to make the decision on the settlement with the contractor, Madison
Underground. Seconded by Ald. Simmons, motion carried.
Mr. Wayne Gerlach, Howard Schneider and Wil Vidal, of the
Little Muskego Lake District, discussed with the Committee their request to store the weed harvester equipment in the City
Garage until Spring of 1993. This will require 1640 sq. ft. of
area. Ald. Simmons moved to allow storage of equipment at a
fee of $500.00. Seconded by Ald. Schneider, motion carried.
Ald. Patterson requested that the Fennimore Lane drainage
project be considered a city project to resolve drainage
concerns in that area and not require the cost of resetting
culverts to be born by any of the property owners. Ald.
Schneider moved to approve request. Seconded by Ald. Simmons,
motion carried.
Ald. Simmons moved that in 1993, brush recycling will be
conducted on the City Garage property. Seconded by Ald.
Schneider, motion carried. It was noted that the area will
require fencing to comply with Industrial Park Rules &
Regulations.
The Committee discussed cost of installation of concrete invert
at north end of the Industrial Park and a determination was
made that the project should be tabled at the present time.
The Committee reviewed drainage plans for the Foxboro
Subdivision and noted that the City Engineers are requiring a change in the storm sewer installation which require an
easement from the Rae property. The developer will secure the
required easement.
Mr. John Yost, architect for Muskego High School, appeared
before the Committee to discuss site grading and erosion control plans. Ald. Simmons moved to approve plans. Seconded
by Ald. Schneider, motion carried.
The siltation in the drainage of Richdorf Drive has been
determined to be coming from a broken drain tile which discharges on Sunset Drive. Superintendent Loughney is
attempting to locate the drainage tile so the Subdivider can be
notified to correct the problem.
