PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD APRIL 23, 1992
The meeting was called to order at 7:02 P.M. by Chairman
Dumke. Also present were Committee Member Taube, Mayor Salentine, Ald. Misko, Superintendent Loughney and those per
the attached sheet.
The Committee discussed request to waive curb and gutter
requirement for Kelly Drive. Ald. Dumke moved to maintain curb
and gutter to north edge of Lot 10 and to continue existing ditch from Janesville to north edge of Lot 10. Seconded by
Ald. Taube, motion carried.
Mr. Stan Potrykus and Mr. Robert Klenz appeared before the
Committee to present road and drainage plans for Settler's
Creek Subdivision. Concerns were raised concerning Item #7 in
a report from the City Engineers, dated April 15, 1992, which
states that there are no provisions shown for the sump pump
discharges of Lots 17 and 18. The Committee will meet on site
on Monday, April 27, 1992, at 8:00 A.M. to review. The erosion
plans show a 21" drainage pipe discharging water onto recently purchased park land. Plans also show a 2' deep ditch running
through the middle of the park land. Ald. Taube moved to
;zfjr;;e subject to resolving the sump pump discharge on Lots 17
, and to increase the Letter of Credit with sufficient
funds to provide for a storm sewer system to be installed through the park land. The determination of the storm sewer
installation or the retaining of the estimated funds if an open
ditch is acceptable, will be referred to the Parks & Recreation
Board. Seconded by Ald. Dumke, motion carried.
Ald. Taube moved to defer action on drainage problem for
Ferguson property as Mr. Ferguson did not appear at the meeting.
The Committee reviewed City Hall/Library/Police complex parking lot. The section of the sidewalk abutting the parking lot
should be removed and the parking lot be extended towards Racine Avenue (to the extent possible) which will give
additional parking for the Building Inspection Department. This will be required to resurface the parking lot.
The Committee acknowledged correspondence received from Terra
Development regarding recent concerns of residents of Lake Forest Subdivision.
The Committee discussed M & W Marine drainage concerns. Ground
is to be raised on west side of ditch that runs from College to Janesville. When this has been accomplished, the City will
open up drainage swale on Arnold Kurth property. It is noted
that fill permits are required by M & W Marine before any work
can commence.

Ald. Taube moved to approve low bid of Milwaukee Ford/Tractor
"BUSHHOG" subject to investigation by Superintendent Loughney
that the mower is comparable to Woods mower. If supt. Loughney
determines that "Woods" mower is required, a memo of
explanation will be provided to Council members. Seconded by
Ald. Dumke, motion carried.
Mr. Jim Szalacinski appeared before the Committee to discuss
lot line of his property located at W186 57748 Lincoln Drive
which is in the City's road right-of-way. The Committee
recommended that Mr. Szalacinski do nothing at the present time
but disclose existing condition to the new Buyer.
The Committee discussed drainage problem on the Bushberger
property on Woods Road and will discuss problem with Electrical Inspector Don Simon.
The Committee discussed Lake Denoon Siltation Status report and
Ald. Sanders spoke out about sizable difference between actual
1000 yds. moved versus 3000 yds. in bid package. Mayor, Ald.
Sanders and Ray Christenson will met with Frank Ruekert from
City Engineer's office to discuss.
supt. Loughney advised the Committee that some problems with
contractor doing garage expansion need to be resolved.
An old bill on cleaning carpet from last year related to
sealcoating problem was presented by Ald. Dumke. The
Contractor has settled with the City and it was determined that
this bill was too late.
The meeting adjourned at 1O:OO P.M.
