Public Works Committee - MINUTES - 9/26/1991PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 26, 1991 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Simmons and Taube, Mayor Salentine, Superintendent Loughney and those per the attached list. The Committee recommended that the Urban/Rural Drainage operating budget request remain at $20,000 for Urban and $20,000 for Rural. A discussion was held on drainage concerns for M & W Marine and supt. Loughney is working with Waukesha County to secure culvert replacement costs for culverts on Janesville Road and Mayor Salentine will be meeting with the Heritage Church committee to acquire an easement which will allow M & W to clean the ditch. The Little Muskego Lake Dam project was reviewed and the Committee recommended an operating budget expenditure of $8,000.00 to comply with the DNR requirement for the alarm system. The City is waiting for DNR's letter which will give the hazardous dam rating upon which a compliance scheduled is to be determined. The Committee noted that the Schultz Lane project has been completed. The Public Works Department will replace the fence on the Tobianski property. Plans for the Public Works Garage expansion were reviewed and are determined to be completed. The committee recommends that a bid date be set. The Marlan Meadows Drainage project is under construction. The Asphalt resealing is completed. The culvert reset fee which is presently at $100.00 will be placed back on the Public Works Committee agenda at a future date. The Committee further discussed Mr. Klenz's request to remove a portion of the guardrail on the Lambs property on Woods Road. Ald. Simmons moved to shorten rail by fifteen feet and reinstall the tapered section. Seconded by Ald. Dumke, motion carried. The cost of the guardrail removal will be billed to the property owner. supt. Loughney wished to note his objection to the above action. The Committee discussed pond pro-ration and Erosion Control for Barker Homes. A letter from the City Engineers dated June 28, 1991 was reviewed which indicated the following percentages: Eicke Property 11% Barker Property 32% Bellview Subd. 37% Parklands 20% Public Works Committee - Page 2 September 26, 1991 A quote from Enders Construction, dated September 26, 1991, for installation of the pond at $62,840 for 1991 and $69,124 if done in 1992 (an increase of 10%). The quote is to be reviewed by the City Engineer. The erosion control plan was reviewed and approved. Application to the DNR should be started now so permits are available for construction. The Committee was receptive to the 70 ft. easement as shown on the Klenz survey for the Lambs property on Woods Road. The City Engineer indicated that the 70 ft. easement is adequate providing that upstream water retention ponds are built. To assure the City that the creek did not require relocating if the property owner required it to be placed on the easement, a deed restriction will be placed on the property indicating that the City is not responsible for relocation. Mr. Ron Ford appeared before the Committee about the dirt bike traffic causing bare spots and soil erosion. The Committee indicated that the areas around Racine Avenue is Waukesha County's responsibility and that it is difficult to patrol the dirt bike traffic. The Committee discussed fill for sewer trench backfill and agreed with Supt. Loughney that crushed road gravel be required for backfill purposes in road right-of-ways. This will replace the granular fill that was allowed in the past. Discussion on drainage pipe on Jewel Crest/Garnet was deferred. The Committee reviewed siltation trap requirement for Lake Forest Subdivision. Mr. Bob Patch agreed to install, as part of Phase II, the siltation trap on Lions Park Drive and to seed the barren land areas within the development that are under his control. Mr. Stan Potrykus, engineer for the Lake Point Estates Subdivision indicated that the developer is submitting engineer review of the installation of a 15" diameter plastic pipe to divert water from pond #3, if an easement from Mr. Eiche is not able to be obtained.
