MINUTES OF MEETING HELD OCTOBER 24, 1991
The meeting was called to order at 7:03 P.M. by Chairman Dumke.
Also present were Committee Members Taube, Simmons, Public Works
Superintendent John Loughney and those per the attached list.
The Committee discussed Urban/Rural Drainage projects. Ald. Dave
Sanders has requested $l,OOO.OO of 1992 rural drainage money be
designated for Lake Denoon siltation project .
Mayor Salentine and Superintendent Loughney met with members of
the Heritage Church and owners of M & W Marine to discuss a
drainage concern. A restrictor on the church property will not be
installed. The cleaning of the ditch and culvert upgrading
Janesville Road will be reviewed in Spring.
The Committee discussed Little Muskego Lake Dam project. An
amount of $S,OOO.OO has been budgeted for 1992 for installation of
the alarm. One of the property owners has contacted the City to
advise that they will comply with DNR regulations. supt. Loughney
has set grades on the property. Ald. Taube voiced his objections
to a fill permit being issued for the one property and he is
asking that Building Inspection Director Dykstra review all
permits and DNR correspondence with him.
The Committee reviewed Schultz Lane Road project. Superintendent
Loughney reported that Mr. Tobianski has been requested to restake
lot as to corner stakes. The fence has to be replaced. The stop
sign request by Black Duck Inn is not part of the Schultz Lane project.
The Committee discussed status of Public Works garage expansion.
The bids will be opened on October 31st.
Superintendent John Loughney noted that the seeding has been
completed for the Marlan Meadows Drainage project.
The Committee further discussed the pond pro-ration for the SW l/4 of Section 10 for Barker Homes. Mr. Eiche is out of town and has
not been able to be reached: thus, no agreement has been finalized.
No action was taken on fee for culvert reset.
The Committee further discussed drainage easement on Woods Road
(Klenz). Superintendent Loughney's concern is capacity of pipe.
He felt possibly an additional free board should be installed.
The City Engineer is requested to review the plans to verify that
the drainage system, as installed, will be adequate.
The Committee further discussed drainage pipe on Jewel Crest./Garnet. Mr. Frank Kirk was present to represent area and
requested that this matter be on the next meeting's agenda.

The Committee reviewed site plan for Waterfield Park but did not
have road, drainage and storm sewer plans.
The Committee discussed Canfield Drive connection to Muskego Recreation Trail. The Committee will allow the recreation trail
to be constructed on the "right-of-way", the width to be determined by the Parks & Recreation Board. Ald. Taube recommends
a 6 ft. width.
The Committee reviewed correspondence from Parks Director Theis
requesting off-road path extension on Bridgeport Way. The
Committee granted right-of-way.
The Committee discussed with Lake Forest representatives their
request to change the drainage plans. The siltation basins that are constructed between buildings are requested to be removed and
a siltation trap installed at the discharge end of the
multi-family retention pond. The depression in the pond, which is
to collect sediment, will be cleaned out at the end of the
multi-family construction. The elevation levels to be determined
when the sedimentation is to be removed in the future, should be
included on the plan.
Superintendent Loughney reported that he had received one quote,
from an employee, on the wood for sale in the amount of $101.00.
!* Ald. Taube moved to reject bid. The motion died for lack of a second. The Committee was receptive to accepting the quote.
