MINUTES OF MEETING HELD MARCH 28, 1991
The meeting was called to order at 7:00 P.M. by Chairman Dumke.
Also present were Committee Member Simmons, Mayor Salentine, Public Works Superintendent Loughney and those per the attached
list.
The Committee discussed Urban/Rural Drainage Projects. The City
Engineers are preparing the necessary easement documents for the
Marlan Meadows drainage project and upon receipt of the documents, the property owners will be contacted to secure signatures.
Mr. Karek (representing the Pellmanns) and Mr. Barker
(representing Mr. Eiche) have been contacted regarding the amount
of monies that need to be escrowed with the City in order for the
City Engineers to be directed to proceed with the drainage study
of the area in the southwest quarter of Section 10 that drains to
the northwest corner of Woods Road and Bay Lane. Mr. Barker has
escrowed his portion and Mr. Karek is expected to submit his
portion shortly.
The Committee discussed the drainage concern for M & W Marine. To
implement the drainage plan that was prepared by the City
Engineers to allow for filling of the site that houses the M 6 W Marine structure on College Avenue, it will be necessary to
discuss the drainage outlet which crosses the Arnold Kurth
property on Janesville Road. Mayor Salentine will contact the
property owner to further discuss.
The Committee discussed the status of the Little Muskego Lake Dam
project. The map prepared by the City Engineers was reviewed
which refelects the 1000 year floodplain area. A grant
application to provide corrective funding is being submitted by
the City Engineers.
The Committee reviewed plans for Lakeview Highlands which
indicated siltation traps were being installed which would require
an engineer to review their effectiveness. Ald. Simmons moved to
defer action pending receipt of an engineering report which would
indicate that the system, as designed, would provide an effective
drainage pattern. Seconded by Ald. Dumke, motion carried.
The Committee reviewed the engineers report which addressed urban
cross-section and rural cross-section costs for reconstruction of Schultz Lane. The bids received were as follows:
L & W Construction Company $115,860.00
Payne & Dolan $112,455.52
Western Landscape Contractor $ 96,685.OO

Ald. Dumke moved to recommend the urban cross section on the
City's right-of-way ($100,843.00) and include the overlay pavement
for the westerly extension of Schultz Lane to the Black Duck Inn
(Alternate Bid Items MA5 and MA6 - $4,562.50) as shown on the specifications. The urban cross-section results in an increased cost over the rural cross-section. Aid. Dumke will contact Sam
Klauser, owner of Hunter's Nest, to review the driveway and
parking lot bids. The responsibility for both of the alternates
will be Mr. Klauser's. Ald. Simmons moved to recommend to the
Common Council awarding the bid for the cross-section project for Schultz Lane Road reconstruction to Western Landscape Contractor
in the amount of $105,405.50. Seconded by Ald. Dumke, motion
carried.
Mr. and Mrs. Howitt and Attorney John Couture appeared before the
Committee to discuss drainage concern on Lannon Drive. The
Committee agrees that the City of Muskego will provide top soil for the lawn and concrete to reinforce the spillway.
Superintendent Loughney discussed with the Committee the following
quotes that he had received for a highway mower:
Tractor Loader Sales-Waukesha $4,367.00
(Includes $500.00 Trade-in)
Case International-Allentown $4,617.00
(Includes $400.00 Trade-in)
Ald. Simmons moved to recommend the low bid of $4,367.00 submitted
by Tractor Loader Sales-Waukesha. Seconded by Ald. Dumke, motion
carried.
The Committee discussed the request of the Lake Forest developers to have brick paving at their boulevard entryway. Ald. Simmons
moved to deny request. Seconded by Ald. Dumke, motion carried.
The Public Works Department will assume the responsibility of
providing the manpower to do the monitoring required for the U.S. Geological Water Quality Study.
supt. Loughney discussed with the Committee the Public Works
Department doing the required maintenance to the pond in the
Durhamswood Addn. #l Subdivision. The Public Works Department
will do the required work and then request reimbursement through a
Release of Funds to the Finance Committee. The developer of the
Durhamswood Addn. #l Subdivision has escrowed with the City
$5,000.00 for this work.

The Parks & Recreation Board has requested the Public Works
Department to provide the manpower to extend the bike path from
Racine Avenue to Woods Road. Supt. Loughney indicated that if
time permits their department would be willing to participate.
supt. Loughney advised the Committee that he is in the process of requesting bids for asphalt and sealcoating.
