Public Works Committee - MINUTES - 1/24/1991PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 24, 1991 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Taube and Simmons, Mayor Salentine, Supt. Loughney, Stan Potrykus (Lake Point Estates), Dan Barker (Lake Ridge Subdivision), Mr. Harry Harenda (W180 S6416 Lentini Drive) and Mr. Melvin Randrup (W180 S6428 Lentini Drive). The Committee discussed Urban/Rural Drainage Projects. A discussion was held regarding potential grant monies for Little Muskego Lake Dam project. It was noted that the deadline for application is April 1, 1991. Ald. Taube will contact landowners on the south side of the lake to secure permission to do the necessary tree removal and repairing of berm as required by the Dam Inspection Report. Ald. Taube moved to recommend allocating $20,000.00 of Urban Drainage Project 1991 funds and the budgeted $18,000.00 in the Public Works Department Bridges & Dams Account to be used for the 50% matching fund requirement. Seconded by Ald. Simmons, motion carried. The Committee noted that the stormwater permit has been received from the DNR for the Schultz Lane Road Project. Ald. Simmons moved to direct the City Engineer to proceed to re-bid the Schultz Lane Road Project. Seconded by Aid. Taube, motion carried. The Committee reviewed the road layout and storm sewer requirement for the Bay Lawn-South Subdivision. It was noted that the plan showed open roadside ditches which does not conform with the City's requirement of installing curbs and gutters and storm sewers. The developer will be advised to submit updated plans to the Committee. The Committee reviewed road layout and storm drainage plans for Lake Point Estates with Mr. Stan Potrykus. A discussion was held as to the Developer extending a 12" watermain from the connection at the intersection of Bay Lane and Woods Road, east on Woods Road to the entrance to the proposed development. The siltation pond on the property will be under private ownership and will require a deed restriction which will place the responsibility of the maintenance upon the four affected lots. To assure that the City of Muskego can do the required maintenance, an easement around the pond must be provided. The drainage from an existing tile from the Bay Lane School that now empties into the roadside ditch on Bay Lane Road must be connected into the storm system. Supt. Loughney discussed drainge concern on Pellmann property west of Bay Lane. City will require a complete storm sewer system with curbs and gutters when this property is developed. Public Works Committee - Page 2 January 24, 1991 The Committee reviewed storm drainage and road plans for Lake Ridge Subdivision with Mr. Dan Barker. The proposed plan is for 19 buildings comprising 152 units. The lack of capacity in the storm sewer system on Parkland South Extended was noted. The drainage system on the Pellmann property and the culvert crossing to the south of Woods Road is inadequate. The Committee requests that the City Engineers provide the engineering costs for a drainage study for the this area. Mr. Harry Harenda and Mr. Melvin Randrup appeared before the Committee to discuss a continuing drainage concern on Lentini Drive. This item was deferred until Spring of 1991. Supt. John Loughney presented a proposed layout for the Public Works garage addition. The Committee requested incorporating the 70' x 24' section on the end of the building into the main building or adding the section to the front of the building.
