MINUTES OF MEETING HELD AUGUST 29, 1991
The meeting was called to order at 7:00 P.M. by Chairman Dumke.
Also present were Committee Members Taube and Simmons, Supt. John Loughney and those per the attached list.
The Committee discussed Urban/Rural Drainage Projects.
Mayor Salentine and Superintendent Loughney updated the Committee on the drainage concern on the M & W Marine property on College
Avenue. Mayor Salentine will meet with Jerry Kurth to review a revised drainage plan submitted by M & W Marine.
The Committee discussed status of Little Muskego Lake Dam
project. A meeting has been scheduled for Tuesday, September 10, 1991, at 6:00 P.M., by the affected homeowners. Mr. Bill
Sturtevant of the DNR will be in attendance as well as a
representative from Senator Adelman's Office, Representative
Maxine Hough, City Engineer, Supv. Frank DeAngelis and Ald. David
Taube.
The Committee reviewed status of Schultz Lane. Mr. Klauser
appeared before the Committee to voice concern over restoration.
Supt. Loughney and Ald. Dumke will inspect and review with City Engineer.
supt. Loughney advised the Committee that Mr. Gordon Mross of Ruekert & Mielke's office will have final plan for the Public
Works Garage expansion for Committee review for the September 26th meeting.
The pre-construction meeting for the Marlan Meadows Drainage
Project is scheduled for Thursday, September 5, 1991, at 1:30 P.M.
supt. Loughney updated the Committee on the status of the drainage
concern for Golden Country Estates. The drainage pipe on the
Diekfuss property was opened and there is some blockage. Mr. Diekfuss has agreed to pay for a 5" pipe to run on his property
and to backfill if the City will install the pipe. Ald. Dumke
moved to approve request. Seconded by Ald. Simmons, motion
carried.
supt. Loughney advised that a check from American Asphalt has been
received for the required re-sealing as a result of their 1990
contract. It was noted that several claims for carpet cleaning
had been received by the City and submitted to American Asphalt. American Asphalt has agreed to reimburse all claims received to
date. The Committee stated that no further claims should be , accepted.

Mr. Tony Cermimancic appeared before the Committee to discuss
ditch flooding on Indian Trail. Supt. Loughney informed the
Committee that the Public Works Department is installing
approximately 350' of storm sewer which is intended to improve the condition.
Mr. John Malchine, representing the Rolfson Farm development, indicated that they recognize the drainage concerns as presented
by Mr. DeBack, the property owner to the north, and the representatives of the Lake Denoon Association. The Committee
will review the drainage and road plans approved by the Town of
Norway, prior to Common Council approval of final plat.
The Committee reviewed a request from Mr. Gary Peters, Hillendale
Drive, to allow him to divide his property and open cut the road
in order to install a sewer and water lateral. The Committee
determined that Hillendale, North of Hwy. L, had just been repaved
due to sewer and water project and no road opening permits will be
issued following the ordinance restriction of five years.
Mr. Stan Potrykus was present to explain construction plans for Lake Point Estates-West and was receptive to locating the clean
out area, presently shown to be located on the Eiche property, on
the petitioner's property. The Committee was receptive to a
temporary drainage system which meets with the Highway
Superintendent's approval or an easement and a relief drainage
swale in the location of the proposed Parkland South Extension
can be obtained to accommodate storm water discharge.
Supt. Loughney advised that Bob Klenz had contacted him and is
requesting that the guardrail on the Lamb property on Woods Road
be shortened. Information received from the Police Department
indicated that shortening the guardrail would not cause a safety
hazard. supt. Loughney informed the Committee that he was not in
favor of shortening guardrail. Ald. Simmons moved to defer to
obtain a legal opinion from the City Attorney if the City can
prevent a person gaining access to property by installing a
guardrail. Seconded by Ald. Taube, motion carried.
Mr. Don Jaeschke appeared before the Committee to discuss drainage problem in Freedom Acres Subdivision. supt. Loughney
advised that he will clean out the swale from Durham Drive to
Settlers Way.
The meeting adjourned at 9:50 P.M.
