Public Works Committee - MINUTES - 9/27/1990PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 27, 1990 The meeting was called to order at 7:05 P.M. by Chairman Dumke. Also present was Committee Member Taube, Supt. Loughney and Mayor Salentine. The Committee reviewed Urban/Rural drainage projects and determined that no additional projects will be approved at this time. Supt. Loughney advised that the Public Works Department has installed a culvert pipe and catch basin on McShane h Independence which should eliminate the drainage problem. The Committee reviewed the bid submitted for the Schultz Lane Road Project from Payne & Dolan in the amount of $120,205.56. Ald. Taube moved to reject bid due to the high cost and recommend that the project be rebid in early Spring of 1991. Seconded by Ald. Dumke, motion carried. The Committee reviewed status of Industrial Park Floodplain Amendment. All additional required information has been forwarded to FEMA for approval and the City should be receiving notification within the next month. Supt. Loughney advised the Committee that he had reviewed changes to the drainage plans for M & W Marine and has approved the changes. The Committee discussed status of drainage plans for Stoney Creek Development. In the Committee's minutes of August 30, 1990, it was indicated that the Developer would supply the City with a management plan. It is noted that all the drainage plans have been approved by the City and that a management plan is not being required. The Committee reviewed the Lake Forest drainage plans and directed the Department of Planning & Development to forward the letter from the Little Muskego Lake Association to the developer to address concerns. Supt. Loughney advised that the Public Works Department has extended curb and asphalt on Freedom Avenue to correct drainage concern. The Committee reviewed status of storm water drainage problem on Lions Park Drive. The Committee requests that G. P. Lee obtain demolition plans for the outbuildings. The Committee deferred any action on the proposed Wheel Tax. Public Works Committee - Page 2 September 27, 1990 Ald. Taube moved to recommend approval of the Department of Public Works' garage expansion. Seconded by Ald. Dumke, motion carried. At this point it is not clear whether the Parks Garage will be incorporated. The Committee noted that it is awaiting a report from the City Engineer for the drainage concern in Marlan Meadows. Exhibits for the Meadow Green West Addn. iI2 road and drainage plans were not available for Committee. The Committee reviewed storm sewer and road plans for Karah Court. The Committee requested the inside radius of the first 90" turn off of Janesville Road be 10' from the corner of the Spitzner property and, if necessary, increase road right-of-way to accomplish road change. Ald. Dumke moved to approve plans subject to above changes. Seconded by Ald. Taube, motion carried. The Committee discussed repair costs for drainage tile on Independence and requests that the Contractor be invited to attend the October meeting. Supt. Loughney will contact Developer. Supt. Loughney advised the Committee that the drainage concern on Independence (Diane Krause) has been corrected. The Committee reviewed correspondence from Parks Director Theis, dated September 12, 1990, requesting the assistance of the Public Works Department in order to continue the Muskego Recreation Trail. A drainage ditch has become an obstacle for the trail to cross and pending approval of funds, the Board is asking the Department of Public Works to install a culvert. The ditch is located between Woods Road and Bay Lane Place, behind the Bayside Tavern. The Committee determined that this project cannot be accomplished by the Public Works Department this year, but the Committee would be receptive to accomplish request if time is available. The Committee discussed request for silt trap on Richdorf h Racine Avenue. The City Engineers have informed Supt. Loughney that a silt trap will not work at this location due to high water flow rates. Supt. Loughney will continue to investigate. The Committee discussed drainage concern on Lincoln & Kingston. Supt. Loughney will contact affected property owners to cooperate in improving drainage. Public Works Committee - Page 3 September 27, 1990 Mayor Salentine discussed with the Committee the installation of a storm sewer system that allows for sump pump drains to be connected. This would eliminate ice if the water from sump pumps flow on street and prevent illegal hook-ups to sewer. The Committee will continue to review at their October meeting. Supt. Loughney advised the Committee that he would like to run an ad to sell wood that is stored at the Public Works Garage. The Committee was receptive. The meeting adjourned at 10:00 P.M.
