Public Works Committee - MINUTES - 7/26/1990PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 26, 1990 The meeting was called to order by Chairman Dumke at 7:OU P.M. Also present were Committee Members Simmons and Taube, Ald. D. Sanders, Mayor Salentine, Supt. John Loughney and those per the attached list. The Committee discussed funding for Urban/Rural Drainage projects. Mr. Ray Christenson, representing the Lake Denoon Advancement Association, appeared before the Committee to request City participation in providing funds for an area north of North Shore Drive for construction to stop siltation from an agricultural drainage way. The Association has applied and received development assistance funds from the DNR (Scenic Urban Waterways Program) in the amount of $12,500 which is 50% of the total anticipated project costs. The remaining 50% is to be paid by the Association and the Association is requesting assistance from the City. to $500. Ald. Taube moved to limit the Lake Denoon funding Seconded by Aid. Dumke, motion failed with Ald. Dumke and Ald. Simmons casting dissenting votes. Ald. Dumke moved to recommend Council approval of $l,OOO.OO to be taken out of the 1990 Urban/Rural Drainage Budget (Account 100.99OO.lOU3). Seconded by Ald. Simmons, the only dissenting vote. motion carried with Ald. Taube casting Mr. Harry Harenda, W180 S6416 Lentini Drive, appeared before the Committee to discuss an existing drainage problem on his property. Mr. Harenda will uncover an existing tile and the Public Works Superintendent will look at the condition of the tile and make a recommendation to the Committee. The Committee reviewed drainage concern on McShane & Independence. Mrs. Diane Krause appeared to request relief from the existing drainage problem. The Public Works Superintendent indicated that obstructions and repair to the existing storm pipe that was placed in the abutting property's road ditch will be replaced. It was suggested that an additional road side pipe be installed to provide increased capabilities for conveying the water. The Public Works Superintendent will provide a recommendation to the Committee. John Groh appeared before the Committee to discuss road and drainage plans for College Square Development. Ald. Taube moved to require road plans which provide for a wider pavement to accommodate parking unless the site plans will provide additional visitor parking over the existing requirement of two additional spaces. Seconded by Ald. Simmons, motion carried. i: Public Works Committee - Page 2 July 26, 1990 M & W Marine requested approval of their road and drainage plans for their property on College Avenue. Mr. Jerry Kurth, representing the adjacent property, requested that the water from the City of New Berlin, which crosses College Avenue, be channeled by a ditch extension through the Heritage Church property to the north side of County Trunk "L". The Committee requests that the City Engineers review the plans. The representatives of Stoney Creek Development requested that the drainage plan identify the 100 year FEMA floodplain line and requested that the City Engineers review the lines as shown on the submittal. The Committee requests that the Stoney Creek management report supplied by the developer be supplied to the Committee for their review. Concerned representatives for the Marlan Meadows Subdivision appeared to inform the Committee of the flooding caused from the City park land. The Parks & Recreation Board referred the problem to the Public Works Committee. The Committee is recommending Common Council approval of funds for the City Engineers to provide a recommendation of solving the drainage problem. The funds for the engineering study and the cost to implement their recommendations will be taken from Park Dedication Funds. Stan Potrykus appeared before the Committee to request approval of the revised drainage plans for the Vesbach property on Woods Road to extend drainage ditch. The Committee was receptive to the request, providing that sufficient funds in the Letter of Credit for the Vesbach development are retained until the Superintendent of Public Works determines that the system works. The Committee reviewed drainage plans for the Lake Forest (Terra) Development. Considerable discussion of drainage basins and retention ponds was held. The Little Muskego Lake District will be provided the opportunity to review the drainage plans and Terra will supply the Committee with final plans for approval at the August meeting. Ald. Simmons left at 11:DO P.M. The Public Works Superintendent will review the drainage problem in the Freedom Acres Subdivision with the Developer to correct the silt and run-off from Durhamswood Meadows Subdivision. The Committee reviewed the item referred by the Public Utilities Committee as to the possible widening and removal of the ditches on Hillendale, north of Hwy. L. The Committee is not receptive to the request as part of the additional pavement replacement for the anticipated sewer and water project. Public Works Committee - Page 3 July 26, 1990 The Public Works Superintendent updated the Committee on the status of Schultz Lane. The Committee further reviewed the required road dimensions for Parkridge Apartments (Parkland South Extended) and determined that any extension of Parkland South should remain the same width as present road.
