Public Works Committee - MINUTES - 2/22/19900 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 22, 1990 The meeting was called to order at 7:06 P.M. by Chairman Also present were Committee Member Taube, Superintendent Loughney, Harold DeBack and Stan Potrykus. Dumke. John Ald. Dumke updated the Committee on the status of Schultz Lane. Ald. Dumke has been in contact with Lynn Kurer and informed her that the City needed an answer to whether or not she is willing to sign the necessary easement by February 27, 1990, or the City will proceed with condemnation. The Committee reviewed the status of the Tess Corners Streambank Stabilization Project. Supt. Loughney advised the Committee that City Engineer Todd Weik will be completing a revegation plan for the Woods Road Portion of this project which he will supply to the Soil Conservation Service for approval. After receipt of approval, the City will meet with the two affected property owners to review the plan. Timme, Inc., the contractor on the project, has issued a check to Mr. Gary Weber, Gaulke Drive, in compensation for wood that was not left on the property. Timme, Inc. will also be researching the complaint of Mr. Rozek as to damage to property and debris and will get back to the City. The Committee continued discussion on drainage concern on Richdorf Drive and deferred until future meeting. The Committee further discussed road restoration for Clay Extraction for the Dyer/Barrett properties. The Finance Committee addressed this issue at their meeting held February 7, 1990, and recommended approval subject to receipt of a $25,000 bond for road restoration and a $2,000 bond for top soil. The Committee further discussed shadow lanes on Woods Road Drive & Brooke Lane). Ald. Taube moved to require a 40' radius on east side of Brooke Lane with 12' tapering to zero-loo' to the east; 30' radius on west side of Brooke Lane with 12' tapering to zero-loo' to the west. Seconded by Ald. Dumke, motion carried. The Committee reviewed copy of letter to Mr. Donald Matheson, Superintendent of Schools, from the engineering firm of Fischer- Fischer-Theis, Inc. dated February 5, 1990, where they voice concerns about the ability of the 18" pipe running under the tennis court and football field to handle water. Mr. Potrykus told Committee that the engineering firm was made aware of water drainage back in October of 1989. Ald. Dumke and Ald. Taube did not remember seeing letter in previous mail. Mr. Dan Rautherberg asked Superintendent Loughney to verify if 25 m.p.h. sign has l&n installed on Scenic Drive. 0 Public Works Committee - Page 2 February 22, 1990 0 Chairman Dumke alerted Committee that the agreement to be supplied by Mr. Whalen on Freedom Avenue for driveway installation over a drainage easement has not been received. The Committee reviewed the following items which were brought back to the Committee for reconsideration from the February 13, 1990 Common Council meeting: The Committee further discussed request for relocation of oil tank received from Mr. John Ingersoll. Superintendent Loughney advised that he is waiting for response from the DNR as to location requirements. The Committee further discussed request for use of storage facilities adjacent to Parks Garage. Ald. Taube moved to allow Police Department to use a 100' x 150' storage area as long as it does not interfere with storage of equipment from Lake Distrtict. Seconded by Ald. Dumke, motion carried. The Police Department is supplying fence and the Department of Public Works will install. Mr. Stan Potrykus appeared before the Committee to review the roadway and drainage plans for the Woodcrest Addition #l Subdivision. supt. Loughney recommended that the plans be referred to the City Engineer to obtain input on the proposed open ditch. Taube moved that if this ditch is approved, the City should be granted an easement for maintenance for lots 76 to 80 shown on drawing 25, revised 10/19/90. Seconded by Ald. Dumke, motion carried. Supt. Loughney will obtain recommendation from City Engineers. It was also determined that turn lane into Jean Drive will have a 40' radius and the east side with 75' of 12' wide and 75' tapering to zero; turn lane on west side will have a 30' radius with 12' wide lane tapering to zero-loo' to the west.
