MINUTES OF MEETING HELD APRIL 26, 1990
The meeting was called to order by Chairman Dumke at ?:05 P.M. Also present were Committee Members Taube and Simmons, Mayor
Salentine, Ald. D. Sanders, Supt. John Loughney and those per the
attached list.
Ald. D. Sanders appeared before the Committee on behalf of the
Lake Denoon Advancement Association to request that the Committee
consider repairing existing siltation pond. The Committee
deferred action in order to review the area.
The Committee reviewed the preliminary storm drainage, roads,
etc., for the proposed Lake Forest development. Ald. Taube requested information on definition of a 10 year storm, frequency
of time in a year span, release time from basin, roof ponding and
drainage across Barrett property.
Mr. Bill Schmidt, S76 W19083 Richdorf Drive appeared before the
Committee to request that the Committee review silt trap on
Richdorf Drive and Racine Avenue and improve the drainage ditch
by installation of a storm sewer.
Mr. Eisenhut, Parkland Drive, appeared before the Committee to
request a 4 ft. concrete invert, 100 feet long. Supt. Loughney
advised that the cost to the property owner would be $7.00 per
foot. Ald. Simmons moved to approve request. Seconded by Ald. Taube, motion carried. The Committee will review the scope of
the project
The ingress/egress permit for Ruby Drive was removed from the
agenda.
Supt. Loughney discussed with the Committee future plans for
Public Works Garage addition. Ald. Taube moved to approve
request to have City Engineers prepare specifications, not to
exceed $S,OOO.OO, to allow bidding on the addition. Seconded by
Ald. Simmons, motion carried.
Supt. Loughney presented to the Committee the following quotes
for a truck for the Public Works Department:
Lynch $12,967.77
Kettner $12,883.86
Koeffler $12,792.00
Five Corner $12,707.42.
Ald. Simmons moved to recommend Council acceptance of low bid of
Five Corners in the amount of $12,707.42. Seconded by Ald.
Taube, motion carried. The type of two-way radio will be
available at end of May.
The Committee reviewed the attached bids for 1990 Bituminous
Concrete Paving Road Improvement Program and the 1990 Sealcoatin
Road Improvement Program. Ald. Taube moved to recommend ap
of the low bid of Payne & Dolan, Inc. in the amount of $18.

for Bituminous Concrete, Grade i/l Base Course, Sl9.75/Ton for
Bituminous Concrete, Grade #3 Surface Course, and $l.lO/gallon
for Tack; and the low bid of American Asphalt Paving in the
amounts listed on the attached for the Asphalt Emulsions and
Aggregate for Sealcoating (Pea Gravel). Seconded by Ald.
Simmons, motion carried.
Supt. Loughney advised the Committee that he was approached by
the owner of United Auto Body on the corner of Hwy. L and Bay
Lane requesting top soil from the City. The property owner felt the City should supply the top soil because of a vision corner
requirement. Ald. Simmons moved to deny request. Seconded by
Aid. Taube, motion carried. The Committee felt they should
remain consistent with their established practice of not
providing top soil.
The Committee discussed urban/rural drainage projects. The Tess
Corners Creek Drainage Project was reviewed. Project is complete
and affected property owners have been contacted and are in
agreement on trees and shrubs to be provided by the contractor,
as shown on revegetation plan dated 2/25/90 submitted by the City
Engineers. Supt. Loughney will advise the Project Engineer. The
request of Mr. Mark Rehbein to have his $200.00 ditch bond
released was reviewed. The Committee agreed that the bond is
posted to assure that the ditch will be restored in the public
right-of-way and should not be held for sump pump concern that
drained into the Tess Corners Creek.
The Committee discussed drainage concern on Bay Lane Terrace
(Thompson). Ald. Simmons advised the Committee that Mr. Thompson
has contacted him regarding a drainage problem between Bay Lane
and Bay Lane Terrace. The Committee will set an evening meeting
whereby they will tour the area.
Ald. Dumke advised that he has been in contact with Mr. Wahlen on
Freedom Avenue regarding required agreement for driveway that he
wishes to construct over drainage easement.
The Committee reviewed oil tank relocation from the existing
location on Hwy. L right-or-way. The Committee will contact the
Historical Society and the Parks & Recreation Board to request permission to relocate tank on the parking lot adjacent to the
Historical Society buildings.
The Committee reviewed Offer to Purchase for the Kurer/Bushberger
property on Schultz Lane. Ald. Dumke moved to recommend Council
approval of the Offer to Purchase agreeing to Attorney and Engineering fees not to exceed $1,000. Seconded by Ald. Simmons,
motion carried.
