Public Works Committee - MINUTES - 9/28/1989PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 28, 1989 The meeting was called to order at 7:OS P.M. by Chairman Dumke. Also present were Committee Member Taube, Mayor Salentine, Superintendent Loughney and those per the attached list. Aid. Simmons arrived at 7:20 P.M. Jerome Jaraczewski, Woods Road Tap, appeared before the Committee to discuss a drainage problem on the east side of Racine Avenue adjacent to his property. The property owner stated that the water was tiled through Woodcrest Subdivision. Superintendent Loughney and Chairman Dumke will inspect the area. They will also contact Waukesha County and Mr. Robert Klenz to discuss alternative solutions. Mr. Tom Wernette appeared before the Committee to discuss storm sewer and drainage plans for Restful Lane. Ald. Taube moved to dispense with manhole as drawn on plans and allow end of 18" pipe to stop prior to manhole with the understanding that if erosion occurs, the riprap would be installed by Mr. Wernette. Seconded by Ald. Simmons, motion carried. There were no Urban/Drainage projects to discuss. The Committee reviewed status of Schultz Lane. supt. Loughney advised the Committee that he had contacted the property owner at W207 S8230 Hillendale and the property owner has advised that she is securing her own contractor to correct the problem and replace existing pipe with a 15" pipe. The Committee discussed Tess Corners Drainage Project and noted that application has been made to the DNR to extend the grant permit to December, 1989. Supt. Loughney advised the Committee that he has contacted the Developer, Robert Klenz, regarding the drainage problem on Freedom Avenue and he is working with Mr. Klenz to determine if an invert shall be constructed or alternate methods of drainage. supt. Loughney presented the Committee with a proposed Compaction Policy. The Committee approved the policy and requests that a copy be sent to Ruekert & Mielke to implement into City specifications. The Committee further discussed drainage concerns from house pumps for the Woodside Estates Subdivision. Public Works Committee - September 28, 1989 Page 2 The Committee discussed shadow lanes and curbs & gutters for Woods Road and Racine Avenue. Ald. Simmons moved that a 160' shadow lane be installed on the east side of the driveway at Woodcrest and Woodside, along with wide radii. Seconded by Ald. Taube, motion carried. The Committee discussed agreement requested by James Wahlen, WI41 S7587 Freedom Avenue, to allow installation of driveway over City drainage easement. Ald. Dumke will contact Mr. Wahlen to request that his attorney draft agreement. .,; /Supt. j,.! ,J Loughney advised the Committee that he has received a request from Waukesha County to provide snow plowing service for *c County G and County 00. Taube moved not to plow until road is ,'\ brought up to City specifications. Seconded by Ald. Simmons, motion carried. a The Committee discussed Recreational trail in front of the Bay Breeze Development on Janesville Road. Ald. Taube moved to request the Finance Committee to allow Ingersoll Development to puchase 200 yards of soil @ $1.32 cubic yard. Seconded by Ald. Simmons, motion carried. Taube Secretary Compaction Policy - COMPACTION POLICY ROAD OPENINGS WITHIN THE PUBLIC RIGHT-OF-WAY, WHICH ARE TO BE BACK-FILLED WITH CITY APPROVED GRANULAR MATERIAL, SHALL BE BACK-FILLED IN LIFTS OF NOT MORE THAN 12 INCHES AND FIRMLY COMPACTED WITH A MACHINE-MOUNTED COMPACTOR. WHEN USING A WALK BEHIND COMPACTOR, LIFTS OF 6 INCHES WILL BE THE MAXIMUM ALLOWED. Supt.
