MINUTES OF MEETING HELD NOVEMBER 30, 1989
The meeting was called to order at 8:OB P.M. by Chairman Dumke.
Also present were Committee Members Taube and Simmons, and Aid.
H. Sanders.
Chairman Dumke updated the Committee on the status of Schultz
Lane. The City is waiting for Mr. Sam Klauser to obtain
necessary signature and return documents to the City and also the
Kurer/Bushberger papers have not been executed and returned to
the City. The Clerk's Office has notified Kurer/Bushberger that
if the papers are not executed, the City will start to obtain the property by eminent domain procedure.
The Tess Corners Drainage Project has been completed. City Engineer Todd Weik is working with the Soil Conservation Service
and the Contractor and will create a drawing of the landscaping
that will have to be installed by the Contractor as a result of
unmarked trees taken down. As soon as the City receives the
plan, all affected property owners will be contacted to come in
and review the plans.
The Committee discussed the Racine & Woods Road drainage
concern. Ald. Simmons moved to have the City Engineers review the problem of drainage from a cross culvert at Woods Road Tavern which runs under Racine Avenue to the middle of Lot #75 of the
Woodcrest Subdivision. Mr Harold DeBack appeared before the Committee and presented a plan to leave County ditch as is and
run a new ditch in a westerly direction in the Subdivision.
Seconded by Ald. Taube, motion carried.
Chairman Dumke informed the Committee that he has advised Mr. James Wahlen, W141 S7587 Freedom Avenue, to have his lawyer draw
up the necessary legal documents for his driveway that is over an
easement acquired for drainage purposes.
The Committee reviewed the Public Works Committee minutes of
September 28, 1989, and corrected the third last paragraph on page 2 to indicate that Supt. Loughney stated he would be able to provide snow plowing service for Highway G, but does not feel he can handle the snow plowing for County 00.
The Committee discussed placement of ditch on Woods Road (Vesbach
Property). Ald. Simmons moved to have Supt. Loughney notify the Developer that the ditch will have to be relocated and also to notify Ingersoll Cable Company and inform them that their cable
will have to be relocated as it is in the area where the new ditch will be installed.

supt. Loughney advised the Committee that the City has been
contacted by John Ingersoll regarding the oil tank that is
located in the state right-of-way on the Muskego Volunteer Fire Company's property. Mr. Ingersoll is concerned with
environmental issues. Ald. Taube moved to keep oil tank at its
present location. Seconded by Ald. Simmons, motion carried.
Ald. Taube moved to deny acceptance of the West Lake Estates road
plans due to road not meeting City standards and recommends the the Department of Planning & Development contact the City
Engineers and spell out errors. Seconded by Aid. Simmons, motion carried.
Mr. Tom Wernette appeared before the Committee regarding drainage
concerns on Restful Lane. The Committee requested that Supt.
Loughney review the drainage concern and come back to the January meeting with a recommendation.
The Committee reviewed ditch bond fee for Mr. Ken White. Ald.
Harold Sanders advised the Committee that Mrs. White had inquired of the Department of Planning & Development in March of 1989, if
there were any restrictions on her property before plans to build
their home were completed. She was told there were none. In June of 1989, the Whites were told that they would not be able to install a driveway on Gold Drive. A week later Mr. White called the Department of Planning & Development and again was told by a
woman in the Department that there were no restrictions. In September the Builder applied for the building permit and was
told to stake center of culvert. Culvert was installed. On September 25, 1989, Builder was told that no driveway could be
installed on Gold Drive per Plan Commission Resolution //PC 144-78
creating the lot. The Whites were unable to get their issue on the Plan Commission agenda, so the lot was restaked and the
building was changed. Mr. White has paid $1,345 in additional
fees due to misinformation. Ald. Taube moved to direct the Department of Planning & Development to proceed with the necessary paper work to reimburse Mr. & Mrs. White for the
$230.00 for their ditch bond. Seconded by Ald. Simmons, motion carried.
