Public Works Committee - MINUTES - 6/22/1989CORRECTED PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 22, 1989 The meeting was called to order at 7:08 P.M. by Chairman Dumke. Also present were Committee Member Taube, Mayor Salentine, Superintendent Loughney and those per the attached list. The Committee reviewed Urban/Drainage Projects. Ald. Taube discussed proposed project to remove sediment from Richdorf Bay. The mouth of the Bay would be sandbagged in the Fall, during lake drawdown. The Committee determined that monies are not available at the present time but that the item will be discussed at future meetings. Chairman Dumke updated the Committee on the Schultz Lane project. He has given Agreement to Mr. Sam Klauser whereby he would agree to contribute an additional $6,000.00 to the project, to be put on a payment plan. Mr. Klauser has not returned agreement to date. Superintendent Loughney advised the Committee that he had notified the property owner at W207 S8230 Hillendale Drive that the 10 inch plastic pipe installed as an addition to the 15 inch culvert under the driveway is not permissible due to being undersized. He alerted the property owner that the minimum diameter pipe would be 15 inch and that any such installation must be approved by him. A thirty day time limit was granted to correct this violation and if after thirty days the situation remains the same the City will take appropriate action and the property owner will be billed accordingly. The Committee discussed drainage problem at W141 57587 Freedom Avenue with Mr. Bob Rasmussen. Mr. Rasmussen explained his objection to the amount of water that is coming from the back of seven (7) lots in Durhamswood. He asked if the City could see if the Developer would be willing to pitch water to front of lots. The Committee will invite the Developer to the July meeting to discuss further. Supterintendent Loughney advised the Committee that the easements and permit letters required for application for grant from the State and DNR are in the process of being secured. A letter has been sent to all affected property owners inviting them to a meeting to be held on Monday, June 26, 1989, in order to further explain the project and to obtain signatures and notarize. It was noted that the trees still require marking by the City Engineers and the banks cut and seeded by September 15, 1989. The Committee reviewed correspondence from Ruekert h Mielke to Timme, Inc. advising them that the funding requirements associated with the Racine Avenue Culvert Crossing Project . . , i l Public Works Committee - Page 2 June 22, 1989 require that the final restoration work for this project be completed as soon as possible. If the work is not completed by July 12, 1989, the City will review the project and determine a price for completing the remaining unfinished restoration work. The present amount being retained for this project is $1,799.53. The Committee reviewed Financial Agreement prepared for Adrian Schmidt and the Deed Restriction signed and sent to the Register of Deeds to record the deed restriction on the Flom property that waives the 4 to 1 slope requirement. Mr. Schmidt has been notified that the agreement has been drafted and that he should set up a date to sign the agreement and present the City with the certificate of deposit which will be in effect until June 1, 1990, to insure that the sod is substantial. Superintendent Loughney advised the Committee on the status of road resurfacing. Tentative projects are to pave Tess Corner Drive, south of Highway L to City of Franklin; and to seal coat Hillendale Drive, south of Highway L; Tans Drive and Thode Road. Mayor Salentine explained that the City Engineers have determined that there will not be a need to have a retention pond in the Industrial Park Addition, due to the upgrading of the ditch and the enlargement of culvert. The Committee reviewed roadway and storm sewer plans for Willow Pond II. Ald. Taube moved to require a 60' diameter turn-around at the end of Lions Park Drive. Seconded by Ald. Dumke, motion carried. Laurie Czaplewski, Unitd Auto Body, appeared before the Committee to request that the City take out a 30' diameter of asphalt, grade and seed her corner which was required by the building, site and operation plan for United Auto Body on the corner of Highway L and Bay Lane. Mrs. Czaplewski is willing to pay all costs involved. Superintendent Loughney stated that his Department would not be able to accomplish due to current projects. Ald. Taube requested that the City allow parking of snowmobile trailers for the Icetronauts behind the Old Town Hall on Pionee Drive. Superintendent Loughney voiced concern about problems related to allowing a key to be given out for the fenced area. It was determined that Ald. Taube will survey the adjacent landowners in the area to see if there are any objections. The Committee reviewed drainage problem on Richdorf & Racine Avenue. Superintendent Loughney reviewed area where standing water does not flow from the property. Several suggestions will be given and discussed at the July meeting. . .
