PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 26, 1989
The meeting was called to order at 7:O&,.M. by Chairman Dumke.
Also present were Committee Member Sanders, Public Works Superintendent Loughney, Mayor Salentine, and those per the
attached list.
Mr. Heinz appeared before the Committee to discuss his proposed
development on Hillview Drive. He requested that the City Engineer's recommendation for installation of a cul-de-sac be
eliminated. A cross culvert on Hillview Drive will require
relocation to allow a,shared driveway to be installed for the two
lot division. The Committee approved the request to eliminate the cul-de-sac, but required a shared driveway be installed to
provide access to the two lots with the cost of relocating the cross culvert to be the developer's expense. The lot that has
the existing home and the 3rd lot adjacent to it will also be
required to have a shared driveway with the existing lot.
Mrs. Jackie Schweitzer appeared to inquire whether funds would be
available through the Rural/Urban Drainage Program to clean
ditches which flow through their farm on Union Church Drive.
Mrs. Schweitzer indicated that they would contract to clean out
their portion of the ditch. In the future, Emerald Park Landfill will be responsible for cleaning the ditch running through the
Emerald Park property. Superintendent Loughney will inspect the
ditch and report on the dimensions of the project to facilitate
the Committee in determining if any portion of the ditch cleaning qualifies for Rural/Urban Drainage Program funds.
Mr. Bob Klenz appeared before the Committee to discuss the
installation of roadside ditches on Bay Lane. The Committee
informed Mr. Klenz that the sewer contractor has been paid and released from any further responsibilities. It was noted that in
the past, roadside ditches have not been uniformally following a
policy. The Committee agreed that the cost of installing ditches on the city right-of-way on Bay Lane will be split between Mr.
Klenz and the City. Superintendent Loughney will provide the costs for the developer's review.
The Committee determined that a uniform policy should be
established on ditch improvement on road right-of-way where an existing ditch does not meet the requirements of the
development. Ald. Sanders moved to adopt a policy which implements the City's philosophy that the developer is
responsible for all of the costs incurred to accommodate a change
of use of property. Seconded by Ald. Dumke, motion carried.
Mayor Salentine updated the Committee on the Schultz Lane road project and advised that Lynn Kurer has expressed a willingness
to discuss the transfer of land for the project.

Superintendent Loughney and Mayor Salentine updated the Committee
on a meeting held with Todd Weik from Ruekert & Mielke and
representatives from the DNR on the Tess Corners Gaulke
Drive/Woods Road North drainage project. Surveyors from the engineer's office have been working on the upper part of Woods
Road and have been marking trees for removal. Affected property
owners will be invited to the Public Works Committee meeting
scheduled for February 23, 1989, to discuss the project. The
consulting engineer will be present.
