MINUTES OF MEETING HELD AUGUST 31, 1989
The meeting was called to order at 7:lO P.M. by Chairman Dumke.
Also present were Committee Member Taube, Ald. Dave Sanders,
Mayor Salentine, Public Works Superintendent John Loughney and
those per the attached list. Committee Member Simmons was
absent.
The Committee discussed Urban/Rural Drainage Projects and
determined that no new projects were contemplated for the 1989
Operating Budget.
The Committee reviewed correspondence from the City Attorney
dated August 17, 1989, stating that he had talked to Attorney
Christon, who represents Ms. Suchy on the Schultz Lane Road
Project. Mrs. Suchy will be willing to accept $325.00 for the
easement provided she receives assurances that she would lose no
trees under the new plan and the concrete invert would not be on
her property. Ald. Dumke moved to recommend approval of the
$325.00 for the Suchy easement. Seconded by Ald. Taube, motion
carried.
Supt. Loughney advised the Committee that he had not received a
reply to his letter to the property owner at W207 S8230 Hillendale regarding an undersized drainage pipe. The Committee
requested Supt. Loughney to again contact the owner to determine if they intend to replace the existing 10" pipe with the required
15" pipe or whether the City will do the work and bill
accordingly.
Supt. Loughney updated the Committee on the status of the Tess
Corners (Gaulke Drive and Woods Road North) drainage project.
A pre-construction meeting is planned to be scheduled for Friday,
September 8, 1989, at 10:00 A.M. at City Hall.
The restoration work that was required on the Racine Avenue
culvert installation project was reviewed. The Committee agrees
that the restoration work is satisfactory. The acceptance of
this project allows the City Clerk to submit final billing to Waukesha County for the 50% cost sharing.
Supt. Loughney advised that the seal coating has been completed
with the pea gravel that is loose to be picked up by the
contractor. The asphalting on Tess Corners Drive, from Highway L
to Flintlock Trail, will be completed by September 1, 1989.

The Committee discussed drainage problem behind duplex on Racine
h Richdorf and Supt. Loughney will determine grade for pump and
crock installation.

Drainage problem on Freedom Avenue was discussed. The Committee
determined that Supt. Loughney contact the Developer and request that the Developer install concrete inverts to divert the water
to the gutter area instead of sheet draining across the road surface.
The Committee reviewed minutes from previous meeting of 6122189
and corrected paragraph removed for individual consideration to
read that Ald. Taube requested that the City allow parking of
storage of semi-trailers for the Icetronauts behind the old Town
Hall on Pioneer Drive. Supt. Loughney voiced concern about
problems relating to allowing a key to be given out for the
fenced area. Ald. Dumke had mixed emotions. Mayor Salentine
suggested talking to rural landowners.
Ald. Dave Sanders appeared before the Committee to discuss
possible installation of grate over storm sewer outlet in Lake
Denoon area. Ald. Taube moved to have Department of Public Works make grate to cover storm sewer outlet on Patricia Court.
Seconded By Ald. Dumke, motion carried.
The Committee discussed establishing a "machine compaction"
policy for sewer and water trenches. Supt. Loughney will report
back to the September meeting with a suggested policy for adoption.
The Committee reviewed request from the Little Muskego Lake
District to park weed cutters behind the old Town Hall on Pioneer Drive. Ald. Dumke moved to allow Lake District to park their
equipment. Seconded by Ald. Taube, motion carried.
The Committee reviewed road and storm sewer plans for Woodside
Estates. The Committee requires that the sewer extension to serve the DeBack property to the west be extended to the property
line of the road right-of-way. The Committee requests that G. P. Lee supply information to determine if the drainage from the
house sump pumps is adequately addressed.
The Committee discussed Woods Road, Racine Avenue to intersection
of Brooke Lane. The Committee directed the City Engineers to
advise on the length of the shadow lanes and the extent of the curbs and gutters which the Committee has determined will be the
responsibility of the developers. The engineer's report will be
reviewed at the September meeting.
Mr. Frank Agenten appeared before the Committee to request
waiving the curb and gutter requirement for the proposed Agenten development which is an extension of Skylark Lane to Tess Corners
Road. Ald. Taube moved to deny request for open ditch and to require curb and gutters on the proposed twelve lot division. Seconded by Ald. Dumke, motion carried.

The Committee reviewed drainage problem on Woods Road, on both
sides of the old Vesbach farmhouse. The Committee determined
that the drainage problem east of the farmhouse driveway will be the responsibility of the Public Works Department. supt. Loughney will meet with Reesman's Construction and advise that
they will be responsibile for the drainage west of the farmhouse to the end of the water project.
The Commitee discussed request to install driveway over City
drainage easement. The City will prepare an agreement allowing
the property owner at W141 S7587 Freedom Avenue to install a
driveway over an easement acquired for drainage purposes. This
agreement will incude a hold harmless statement insuring that the
City is not responsible for any damage done to the driveway due
to ditch maintenance. All cost of the above agreement will be
the responsibility of the property owner.
