Public Works Committee - MINUTES - 9/29/1988PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 29, 1988
The meeting was called to order at 6:lO P.M. by Chairman Dumke.
Also present were Committee Members Taube and Sanders, Public Works Superintendent Loughney, and those per the attached list.
The Committee reviewed the following quotes received for cleaning out the ditch located on Kelsey Drive. The property owners will
be responsible for the removal of brush, grading of spoils, and cleaning up of stumps. The ditch cleaning qualifies as an Urban
Drainage Project.
DeBack Grading $2.00 per running foot
(3 to 1 slope)
Wolf Construction $1.32 per running foot
(3 to 1 slope)
Ald. Sanders moved to approve quote from Wolf Construction of $1.32 per running foot for approximately $5,000. Seconded by
Ald. Taube, motion carried.
Public Works Superintendent has met with Mrs. Harenda and left
proposed plans to alleviate the drainage problem on Lentini Drive. To date, no response has been received.
The Committee discussed upgrading of Schultz Lane. The
appraisers are in the process of doing necessary title search in
order to obtain easements.
Futher discussion was held on the drainage problem on Hillside
Drive. Superintendent Loughney advised the Committee that the
problem has been solved by installing a slotted underdrain in
front of a garage.
The Committee reviewed Ordinance #617 (Street Excavation). supt.
Loughney proposed the following amended language:
$400.00 for an Opening 36" wide, one-half of the
width of the road. $600.00 for an opening 36"
wide and the full width of the road.
Openings greater than 36" wide or any unforseen damage will be billed to the Contractor at the
Public Works Superintendent's discretion.
All asphalt must be saw cut before removal
Trench must be backfilled with 3/4" fractured
stone which must extend 2' beyond the pavement
into the shoulder.
All surface monuments or shrubs must be removed
and replaced as nearly as possible in their original condition or position.

All rubbish shall be immediately removed, leaving
the street or sidewak in acceptable repair.
Ald. Sanders moved to recommend Council approval of the above
amended language. Seconded by Ald. Taube, motion carried.
Mr. Stan Potrykus appeared before the Committee to review road
and drainage plans for Tom Wernette's development of eight (8) lots on Restful Lane. The plans were submitted late and the City
has not received a report from the City Engineers. Ald. Sanders moved to approve above plans subject to review by City
Engineers. Seconded by Ald. Taube, motion carried.
The Committee discussed erosion problem at the Jewel Crest Dam.
Supt. Loughney will inspect the area and come up with a recommended solution.
The Committee reviewed the proposed 1989 Public Works Department
budget with Superintendent Loughney.
The Committee discussed drainage problems at the Old Town Hall
with members of the Muskego Historical Society. Ald. Sanders recommended that the Public Works Department perform the ditching
required on the north side of the building and asphalt the small area on the south side of the building. Seconded by Ald. Taube, motion carried.
Supt. Loughney reviewed history of recent installation of posts
for the Bellview/Bay Lane sewer project and objections of several
residents to aesthetics of posts installed in subdivision.
Action was deferred until residents can attend meeting.
Mr. Gary Fiedler appeared before the Committee asking for
assistance in solving problem of drainage on East Drive. The
problem is on private property so that committee could not
volunteer physical assistance but several solutions were offered.
The Committee discussed proposed cul-de-sac on Hillview for the
Heinz development. Ald. Sanders moved that the cul-de-sac be
paved. Seconded by Ald. Taube, motion carried. Mr. Heinz
expressed objection and may return to the Plan Commission with a two lot division. Supt. Loughney and Ald. Sanders will inspect
the area.
