Public Works Committee - MINUTES - 3/17/19883 0 0 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 17, 1988 The meeting was called to order at 8:55 P.M. by Chairman Dumke. Also present were Committee Member Taube, Mayor Salentine, Public Works Superintendent Loughney and those per the attached list. The Committee reviewed the Urban Drainage Projects. To implement the DiekfussfSchaefer drainage problem, Ald. Dumke will discuss cost sharing with the property owners and report back to the April meeting. Public Works Superintendent Loughney reported that the cost for installation of a 72 ft. metal guardrail on Muskego Drive & Hiawatha Drive would be $629.00 for materials. Ald. Taube moved to defer until April meeting to discuss with Ald. Hilt who could not attend because of a work commitment. Ald. Dumke reported on possible upgrading of Schultz Lane. Public Works Superintendent will determine costs involved for obtaining easements, road construction costs, culvert installation costs, and cost for moving telephone poles and report back to the April meeting. Ald. Dumke moved to authorize advertising for bids for road materials for 1988 Road Improvement Program. Seconded by Ald. Taube, motion carried. Mr. Les Sorenson, President of the Muskego Historical Society appeared before the Committee to request installation of brackets on electrical poles on Janesville Road from Parkland Drive west to Pioneer. The Historical Society plans to place United States and historical flags on the bracketed poles. The Committee was receptive to having the Public Works Department install the brackets on the poles and to place the flags in the brackets for Memorial Day weekend and remove after Labor Day. Mr. Tom Harr appeared before the Committee to request an extension of Silver Drive over a city-owned lot to provide for an access to a future garage. The Committee recommended that an Offer to Purchase on the city-owned property be submitted to the ;in;;;; Committee at their meeting scheduled for Wednesday, April , . The Committee reviewed Capital Projects. The costs for the Highway trucks will be reviewed when obtained. Mr. Greg Boehm and Mr. Stan Potrykus appeared before the Committee to request waiving of the curb and gutter requirement which would allow Meadow Green West to have open ditches. The Committee was not receptive to waiving the curb and gutter requirement but understood that this will be an additional cost to the developer and recommends that the Plan Commission be receptive to smaller lot sizes to compensate for the curb and gutter requirement. Public Works Committee - Page 2 March 17, 1988 The Committee discussed the turn around requirement for Lake Drive with the Developer, John Ingersoll, which was referred from the Plan Commission. The need for a turn around was resolved by John Ingersoll providing a 18' x 30' asphalted t-turn when the asphalt requirement of his PUD is constructed. Mr. Ingersoll recognizes his responsibility for storm water coming from Lake Drive and will provide drainage plans as part of his overall storm drainage and storm sewer plans along the property line to the lake. Public Works Superintendent reviewed the procedure for disposing of firewood when the City removes a tree on city right-of-way. The wood is first offered to the adjacent propety owners and if it is refused, it is then offered to someone else who can use the wood. A request for Public Works Department involvement in constructing bike trails on Electric Company right-of-way was discussed. If the Highway Superintendent feels there is sufficient man-hours to participate in the project, eligible for reimbursement, all costs (except labor) would be since the Public Works Department did not budget for this type of project.
