MINUTES OF MEETING HELD JULY 7, 1988
The meeting was called to order at 7:05 P.M. by Acting Chairman
Taube. Also present were Committee Member Sanders, Mayor Salentine, Public Works Superintendent Loughney and those per the attached list. Chairman Dumke arrived at 7:30 P.M.
The Committee reviewed road and drainage plans for Durhamswood
Addn. #2 Subdivision. The Committee agreed with Supt. Loughney's recommendation to require a 40 ft. wide easement for the drainage
swale to replace the 20 ft. wide swale. The Committee reviewed
correspondence of April 25, 1988, from Albert Lutsch, S73 W14270 Woods Road, requesting that the field tile that comes from that
property be diverted to the proposed pond. The configuration of the proposed pond on this Development was discussed. The Developer will provide Deed Restrictions for pond maintenance
responsibility and provide the Finance Committee with a financial
management plan. Ald. Taube moved to approve the drainage plans subject to approval by City Engineers of the ability of the
proposed pond to accept the drainage water from the adjoining
farm fields. Seconded by Ald. Sanders, motion carried.
Ald. Dumke advised the Committee of the progress of the cleaning
of the Schaefer property ditch. Supt. Loughney has reviewed the proposed drainage ditch with Mr. Dahlman. Mr. Diekfuss appeared
before the Committee to express his concern with the need for establishing a timetable and that the Committee should not
allocate Urban Drainage Funds to an additional project until the Schaefer project is completed. Mr. Dahlman intends to clean out his portion of the ditch and after completion of that project,
Mr. Diekfuss will clean out his portion. Ald. Dumke will create
a timetable so that the work is started during the present dry weather and he will report back to the July 28, 1988 meeting.
Mr. Harold DeBack appeared before the Committee to discuss the drainage which occurs on his property, the Caesar property and
the Henry Posbrig property. Mr. DeBack stated that he felt the ditch would be improved if it was returned to its original .
configuration. The Committee agreed to set a date to look at
this drainage area to determine the extent of work required to
restore the ditch. Chairman Dumke, Supt. Loughney and Ald. Sanders will inspect the area.
Replacement of stakes on the Schreiber property was deferred
until receipt of City Engineer's report.
The Committee discussed status of Racine Avenue culvert
crossing. Mayor Salentine advised the Committee that one easement has to be secured before project is started.

Further discussion was held on the proposed road construction on

Schultz Lane. Ald. Dumke reported that the affected property owners have agreed to spend up to $17,000 each to improve Schu
Lane. The extent of the road to be taken over by the City has been described and Ald. Dumke moved to proceed with a title
search of the existing right-of-way to be paid for by the City
Muskego. Seconded by Ald. Sanders, motion carried.

The Committee reviewed plans for a road extension for Tom
Wernette for an eight lot subdivision adjacent to Freedom Acres
Addition /il. Ald. Taube moved that this development conform to the configuration of Freedom Acres Addn. #l. Seconded by Ald.
Sanders, motion carried.
The Committee reviewed plans for a road extension for a
development on Tans Drive & Racine Avenue for Mr. Dale Dawson. Ald. Taube moved to require curbs and gutters. Seconded by Ald.
Dumke, motion carried.
The Committee reviewed correspondence from G. P. Lee regarding a
recommendation to delete the following portion of Chapter 8, Section 8.04 to insure that the Public Works Department is
reimbursed for the asphalting required in restoration of street
excavations:
"After approval by the Highway Supt., 75% of
the required deposit may be returned. The
remainder of the deposit shall be retained for
one year after the pavement has been replaced. If it becomes necessary for the pavement to be
repaired or replaced by the City, the cost shall be deducted from the deposit and the
excess returned to the person making the
deposit.
Ald. Taube moved to request Supt. Loughney to research fees
charged for street excavations by neighboring communities and report back to the Committee. Seconded by Ald. Sanders, motion
carried.
Highway Superintendent John Loughney reviewed the list of
proposed roads for repaving in the City with the Committee. He will supply the Aldermen and Department Heads with a detailed
list of projects when finalized.

The Committee discussed drainage costs for the development
Suburban Heights Subdivision by Mr. Froehlich. A report p
by G. P. Lee showed that the original drarnage area was 87
acres. The proposed plans shows an additional 9.1 acres
diverted to the drainage area plus 5 additional acres that
been sold to Mr. Zach for a total of a 101.6 basrn area. Suburban Heights accounts for 41.6% of the 101.6 basin are
Total cost of the project, including the engineering costs
$86,589.00. Suburban Heights' 41.6% of the total cost of
$86.589.00 would be $36,021.00.
