Public Works Committee - MINUTES - 1/28/1988PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 28, 1988 The meeting was called to order at 7:00 P.M. by Chairman Dumke. Also present were Committee Members Sanders and Taube, Ald. DeAngelis, Mayor Salentine, Parks Supervisor Theis, Public Works Superintendent Loughney and those per the attached list. The Committee discussed establishing an Urban Drainage project priority and cost sharing plan of implementation. The Committee will submit ideas at the next Public Works meeting. The Committee recommended that the Public Works Superintendent and the Zoning Officer meet with Technician Rich Eberhardt from Ruekert & Mielke's Office to review all road specifications for final committee review. The Public Works Superintendent informed the Committee that the cul-de-sac on Elm Drive was installed with paving to be done in the Spring of 1988. Meadow Drive extension has been completed except for the paving scheduled for completion in Spring of 1988. The settling ponds at Lake Denoon were discussed and responsibility of the maintenance of the ponds was questioned. Mr. Richard Manchester, speaking on behalf of the Parks Department, stated that the settling ponds are a necessity; however he feels that the Public Works Department should be responsible for their maintenance despite the fact that they are in an established park area. Mr. Christenson went back into history of ponds and recalled past complaints of ponds including algae, water depth and other unfavorable conditions mentioned by the complainant. Mr. Christenson stated that unknown individuals are attempting to destroy the effectiveness of the ponds by unauthorized ditching in order .to drain them. Ald. Taube recommended that the quality of the ponds be upgraded so that they could more effectively prevent sediment from flowing eventually into Lake Denoon as they were designed to do when constructed in 1979. Mr. Christenson recommended that one particular pond, which has been illegally altered, be restored to its original configuration by the City. Ald. Taube moved that the sediment ponds be retained and not be filled or eliminated. Seconded by Ald. Sanders, motion carried. Supervisor Theis said that he was concerned about the engineering, aesthetics and liability of the ponds as Supervisor of the Parks Department. Mr. Potrykus explained that the ponds were originally designed not to have an outlet and were designed to be full of water and the drainage would overflow the bermed perimeter. This allows the drainage ponds to facilitate the water as it dispenses in the marsh. The Public Works Department agreed to inspect the settling ponds, along with the Lake Denoon Association and concerned citizens, in the Spring. Public Works Committee - Page 2 January 28, 1988 The Committee reviewed correspondence received from Donald and Bernadine Schreiber, S86 W17937 Woods Road, regarding replacement of their lot stakes. Several years ago, Supt. Bertram identified the placement of this property's lot stakes. Mr. and Mrs. Schreiber dispute the stakes as being correct. The Committee agreed to have the property surveyed, in the Spring, and if the present stakes are correct, the cost of the survey will be borne by the property owners. The Clerk Is directed to supply Mr. & Mrs. Schreiber with written notification of the Committee's decision. Several citizens from the Lake Lore Homeowners Association appeared before the Committee to voice their concern on the snow plowing of cul-de-sacs. The request was to have the bulk of the snow go inwards toward the island instead of outward toward driveways. Supt. Loughney stated that the Department's intent is to minimize clogging driveways with snow, but pointed out that it may not always be practical. The Committee reviewed request for clarification from the bargaining team of the Public Works employees who were of the opinion that the winter coverall provision was not changed during negotiations. The Committee approved providing one pair of winter coveralls for any new employee for the 1988 contract year. Drainage and Road Plans for Golden Country Estates were reviewed along with correspondence from the City Engineer dated January 20, 1988. The Developer does not agree with the City Engineer's recommendation of a 12% slope on Golden Country Drive. The drainage site plan was reviewed and Ald. Sanders moved to recommend approval of the plan subject to compliance of City Engineer's recommendations. Seconded by Ald. Taube, motion carried. The Committee discussed policy for billing projects done by the Public Works Department and determined that the City Clerk will establish a procedure whereby when work is done by the City, to be billed to a Developer or resident, those bills be sent to the City Clerk to implement.
