PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD FEBRUARY 25, 1988
The meeting was called to order at 7:05 P.M. by Acting Chairman Taube. Also present were Committee Member Sanders, Mayor
Salentine, Public Works Superintendent Loughney, Ald. Hilt, and
those per the attached list.
Urban Drainage Projects were deferred in order to allow Chairman
Dumke to be present for discussion.
Widening of Bay Lane in conjunction with the impending sewer and
water projects was discussed. Correspondence from Police Chief Johnson, Building Inspector Lee and Parks Supervisor Theis were
reviewed. Several options were discussed including curbs and gutters, a wider road base, and space for bike paths. Mr. Jerry
Hulbert presented a plan to widen Bay Lane to accommodate potential bike path and pedestrian traffic in conjunction with
plans to use the Electric Company right-of-way. Mr. Hulbert
indicated that agreements with the Electric Company and the Parks
& Recreation Board are pending at the present time. Various road
widths were discussed at length. Ald. Taube moved that Bay Lane
become a collector type street. Seconded by Ald. Sanders. Ald.
Sanders withdrew his second and the motion failed for lack of a
second. The Committee determined that Bay Lane will be installed
according to a rural cross section in a 60 ft. right-of-way.
The Committee discussed installation of a barricade on curve on Muskego Drive & Hiawatha Drive which was referred from the Public
Safety Committee of February 4, 1988. Superintendent Loughney will look into the installation of a metal guardrail and will
provide cost estimates for the March meeting.
Lake Lore Homeowner's Association correspondence of January 16,
1988 was discussed in regard to drainage problem. The Public
Works Department determined that the problem can not be rectified
due to the natural drainage of the storm water. The requested
diversion of the water would compound problems in other areas.
The Committee discussed Parkland Subdivision drainage problem and recommended that Superintendent Loughney and members of the
Public Works Committee inspect this area in Spring to assess the extent of work required to clean up the drainage ditches.
Ald. Taube moved to accept final storm sewer plans for Golden Country Estates Subdivision. Seconded by Ald. Sanders, motion
carried.

Mayor Salentine advised the Committee that the agreement signed
with Mr. Willard Masterson to extend Lake Drive has elapsed and Mr. Masterson is requesting a six month extension. Ald. Taube moved to extend the agreement until June 1, 1988. Seconded by
Ald. Sanders, motion carried.
Correspondence from Mr. Sam Klauser, Hunter's Nest, was reviewed
which requested the City to upgrade Schultz Lane. Mayor Salentine and Chairman Dumke will meet with the property owners
involved and determine what financial aid they are willing to
contribute to upgrade Schultz Lane.
The Committee discussed the drainage problem on Thode Drive which
has existed for several years. Ald. Taube moved to recommend
that the original arrangement made by Superintendent Bertram be again made to the owner requesting assistance, whereby the City
would do the work and the owner would pay for the materials.
Seconded by Ald. Sanders, motion carried.
The Committee reviewed all proposed cross sections which were revised and reviewed by Building Inspector Lee, Superintendent
Loughney and Technician Rich Eberhardt and recommend Council adoption.
The Committee reviewed annual Soil Erosion Report supplied by the
Building Inspector which indicated the amount of fill permits
taken out in 1987.
Public Works Superintendent advised the Committee that he will
look at restoration area in question on Highway 24 between the
new Pick & Save and Sentry on south side of road and will
recommend any and all repairs to the County.
The meeting adjourned at 9:3O P.M.
