MINUTES OF MEETING HELD AUGUST 25, 1988
The meeting was called to order at 7:DO P.M. by Chairman Dumke.
Also present were Committee Members Sanders and Taube, Public
Works Superintendent Loughney, Mayor Salentine and those per the attached list.
The Committee discussed Urban Drainage Projects. Ald. Dumke and
John Loughney reported on their inspection of the drainage ditch located on Kelsey Drive. The Committee determined that the ditch
qualifies as an Urban Drainage project and the contribution toward implementing the project by the property owners will be
the removal of the brush, the grading of spoils and the cleaning
up of the stumps. John Loughney will research the costs
involved. When a final cost is secured, it will show a cost for 100% landowner participation as outlined above, as well as a cost
reflecting the Richter property not providing the labor
contribution.
The Committee discussed update on Schultz Lane. The ownership to
road right-of-way has been determined by a title search and is owned by Dennis h Lynn Kurer and Wayne Bushberger. The Finance
Committee has obtained the easement at no cost. The Mayor reported that based on a discussion with Ms. Suchy, after road
design material information was provided by the City Engineers,
Ms. Suchy has no interest in upgrading the road. Ald. Dumke
moved to secure a legal description from the City Engineers and to direct the City Attorney to proceed with the relocation order
for condemnation. Seconded by Ald. Taube, motion carried.

tee discussed lot line stakes for the Schreiber
property., Lot line stakes have been placed by the City Engineers as a result of the recent survey taken of the Schreiber
property. The original stakes that were placed on the property when Woods Road was reconstructed were determined to be
incorrect; thus placing the responsibility of determining the correct location of the stakes on the City. The cost of the plot
of survey which resulted from the property being resurveyed will be spread between the property owner and the City. The cost of the survey, including recording is $210.
The Committee reviewed status of drainage problem on Lentini
Drive (Harenda property). This item was deferred until the September meeting.
The Committee discussed drainage and road plans for Meadow Green
West Subdivision. The objections of Waukesha Park and Planning were removed by the amended Preliminary Plat. At the time of the
second phase, plans which include the property adjacent to Joel Drive and the road extension will be an issue. Ald. Dumke moved to approve the amended road and drainage plans. Seconded by Ald.
Taube, motion carried.

Mr. Carl Gratzek appeared before the Committee and presented a
plan of development which shows six lots. Mr. Gratzek is willing
to install curb and gutters on his development and extend the
road, but objected to installing curb and gutters on the portion of his road not included in the development. Ald. Sanders moved
to require curb and gutters when Ann Drive is extended. The extension of the sewer on Ann Drive will serve the Bill Madsen
property, SJJ W18244 Ann Drive, and an assessment will be placed against the Madsen property for sewer service with the cost to be
based on the latest sewer project to determine front foot cost; a lateral to the pro
and the cost for t K erty line will be installed by the Developer
e lateral will be determined and become a part of Bill Madsen's assessment. All monies generated by the Madsen assessment will be contributed to the Developer to offset costs.
The Committee created the following policies for road ditch
improvements:
Property owners will appear before the Public Works Committee to
discuss their requests for closing ditches. If approved, the
cost of installing drain pipe, plus lo%, will be the petitioner's responsibility.
Inverts - All requests are to be approved by the Public Works
Superintendent and the property owner will pay for the cost of
the material for the invert, plus 10%.
Culverts - In event of a damaged or corroded culvert, the property owner will pay for the new culvert. The Committee
recommended that the Public Works Department charge a property
owner $100.00 for resetting a ditch culvert.
The Committee discussed drainage on Hillside which is running
through Mr. Littell's garage at WI92 SJ196 Hillside Drive. Ald.
Taube moved to have the Public Works Superintendent view the problem and determine a viable solution. Seconded by Ald.
Sanders, motion carried.
Drainage problem on East Drive was removed from the agenda.
The Committee discussed outhouse that services the summer cottage on Denoon Point. Ald. Dumke moved that the outhouse can remain
on the City's right-of-way. Seconded by Ald. Taube, motion
carried.
supt. Loughney recommended to the Committee that the following
changes to the Road Opening Ordinance be recommended for
adoption:

$400.00 fee for a normal road cut not exceeding
36 inches
$600.00 fee for a road cut in excess of 36 inches.
The Public Works Department is to be notified when the cut is backfilled so that it may be inspected
during backfilling.
Ald. Taube moved to have the City Attorney draft language for an
agreement to be entered into between the City and a contractor. Seconded by Ald. Dumke, motion carrred.
The Committee reviewed plans for the Bay Breeze Development and noted the City Engineer's recommendation for additional
siltration traps. The Committee recommended that the State Soil
Conservation Service be contacted to recommend a drainage plan
for this Development and investigate tying in drainage from Lake Drive and possible design of drainage outlets into Little Muskego
Lake to eliminate erosion.
