Public Works Committee - MINUTES - 3/9/1987, i ,. . 8 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 9, 1987 The meeting was called to order at 1O:OO A.M. by Chairman DeAngelis. Also present were Committee Member Sanders, Mayor Salentine, Building Inspection Administrative Assistant Gene Kovacs, Mr. Frank Preston and Mr. Roger Johnson. Ald. Hilt was absent. The Committee reviewed TIF projects. It was noted that tilere is grading work to be done near McShane Treatment Plant. Some work is needed on the Pellmann property where a drainage ditch was installed to facilitate mowing of property. Chairman DeAngelis alerted the Committee that on two occasions he has spoke with Mr. Orville Kurth of the Soil Conservation Service asking him to supply the City with whatever information he could on urban drainage. It was noted that three ordinances on urban drainage are pending; one at State, one at County and one at City level. There seems to be little coordination between the three groups as to cost, timetables, etc. The Clerk is directed to secure information to establish a criteria for determining project priority, cost sharing and any other information that will benefit the Committee to establish an Urban Drainage Policy. The Public Works Committee will have to set guidelines as to the priority of projects to be started in Spring. Property between Durhamswood and Freedom Acres ranked high on the list. An amount of $20,000 is presently available for these projects. The Committee requests that the City Attorney determine what rights the City has to recapture costs and enter private property to accomplish urban drainage projects. Frank Preston and Roger Johnson appeared before the Committee to discuss the escrow account for the Marlan Meadows Subdivision. Roger Johnson informed the Committee that the asphalt concerns will be accomplished by the contractor with no additional draw on the escrow account. The Developer wishes to finalize the escrow account and recognizes that an agreement was reached a year ago where the City would provide the rough drainage grading. The cost of installing a concrete invert; the rip rap, and upgrading the drainage outlet would be the cost of the Developer. The Public Works Superintendent suggested that the $4,927.00 in the escrow account would be the Developer's share of these costs and if additional costs are incurred they would be the City's responsibility. This was agreeable with the Developer with the understanding that the City would provide an estimate to substantiate that the cost will equal or exceed the escrow account. It was noted that the deed restrictions require the Homeowners Association to maintain the retention pond areas and if this is not done, the City can assess the Homeowners Association for the cost. The drainage problem for Glenbrook Mrs. Kopshe was not in attendance. and Lannon Drive turn lane. will not provide for a special responsibility to finance this Subdivision was deferred as The Committee reviewed Rale Park Meadows outlot drainage problem. Aid. DeAngelis moved that the City has no responsibility for the problem because it is on private property and should be handled by the Homeowners Association. Seconded by Ald. Sanders, motion carried. Review of traffic signs in Lake Meadows Subdivision was removed from the agenda. The Committee reviewed the preliminary road and drainage plans for Meadow Green Subdivision. Gene Kovacs reviewed the procedures which the City follows in the development of a subdivision. Supt. Bertram informed the Committee that the steel "I" beams under the bridge on Tess Corners Drive are deteriorating. It was noted that funds from the Country could be obtained to cover 50% of the project. The project will be budgeted for in 1988. The two garage doors at the Public Works Garage have been received and installed. It was noted that the bill exceed the estimate by $126.00.
