Public Works Committee - MINUTES - 6/17/1987PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 17, 1987 The meeting was called to order at 1:lO P.M. by Chairman Dumke. Also present were Committee Member Sanders, Supt. Bertram, Mayor Salentine, Parks Supervisor Theis and those per the attached list. Ald. Taube was absent. Mr. Ray Christenson appeared before the Committee to discuss the settling ponds at Lake Denoon. The original purpose for the ponds was to control the water run-off through Lake Meadows Subdivision into Lake Denoon. The ponds also catch sediment from the drain water run-off and prevent its entry into Lake Denoon. The Lake Denoon Association is requesting that the ponds remain as is. Ms. Sue Cauley stated that someone had attempted to alter the natural settling of the south pond by digging a ditch at the outlet of the pond. Supervisor Theis explained that the Parks Department has attempted to maintain the ditch so that natural flow can be achieved. It was suggested that an outside agency be consulted to assess the effectiveness of t'ne settling ponds. Mayor Salentine will contact Mr. Orville Kurth of the Soil Conservation Department and set up a meeting for an on-site inspection with Supt. Bertram and a member of the Lake Denoon Association. It was noted that the DNR has full jurisdiction over the ponds for two years after their completion. The Committee further reviewed the drainage plans for the Schuler Development on Lake Denoon. Mr. Ray Christenson stated that the Lake Denoon Association is in favor of open ditches as opposed to curb and gutters. A cost comparison estimate by the City Engineers was read concerning the development. Ald. Dumke moved to app'rove open ditches. Seconded by Ald. Sanders, motion carried. It was noted that deed restrictions will be required by the Developer to maintain the drainage ditches. Correspondence from the City Engineers dated May 12, 1987, was reviewed regarding storm drainage and culvert installation plans for Meadow Green Subdivision. Mr. Greg Boehm presented the Committee with a list of items to be incorporated into the present drainage plans which address the total drainage and culvert installations. A final drainage plan will be forthcoming which will be supplied to the Building Inspection Department and the Public Works Committee. Ald. Dumke moved to approve the plans subject to final approval by the City Engineers. Seconded by Ald. Dumke, motion carried. The Committee reviewed the sketch for drainage plans for the proposed Woodcrest Heights Subdivision. The Committee reviewed TIF projects. Public Works Committee - Page 2 June 17, 1987 The Committee discussed various areas to be included in the Urban Drainage Project. Future drainage projects were discussed including the ditches on Field Drive, Henneberry Drive, Janesville Road and Parker Drive. The Committee reviewed road plans submitted by Mr. Richard Zach for a proposed development on Tans Drive. Ald. Sanders moved to approve plans. Seconded by Ald. Dumke, motion carried. The Committee reviewed the plans submitted by Future Parkland, Inc. regarding anticipated creek changes. Ald. Dumke moved to contact Future Parkland advising that the City requires a V-notch ditch in lieu of a flat bottom ditch. Seconded by Ald. Sanders, motion carried. The Committee reviewed correspondence received from Building Inspector Lee regard soil erosion in the Industrial Park. Pictures were provided and G. P. Lee suggested that the City prevent soil erosion by adopting Chapter 29 of the Municipal Code to force developers to submit plans that will prevent erosion. The meeting adjourned at 3:45 P.M.
