Public Works Committee - MINUTES - 7/23/1987PUBLIC WORKS COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 23, 1987 The meeting was called to order at 7:OO P.M. by Chairman Dumke. Also present were Committee Members Taube and Sanders, Mayor Salentine, Supt. Bertram, Ald. Hilt and those per the attached list. Ald. Dumke read the original Muskego Parkland Homeowner's Association Deed Restrictions in regard to the maintenance of open spaces which include drainage ditches. The meeting was opened to a question and answer session. Various means of maintaining ditches were discussed. Natural drainage of storm water was also explained. Ald. Taube stated that the problem is basically isolated to several areas where the thick growth of cattails have choked up the ditches and prevented the flow of storm water. He gave the people the choice of doing it themselves as an organization or having the City do it for a cost to the Parkland property owners. From Hedgewood to settling pond was one area defined. The amount of work done will have to be determined so a cost estimate can be made. Extent of water drainage was discussed and the source of storm water was also questioned including subdivisions to the north of Parkland Subdivision. Some of the ditches contain lumber and debris from the original construction of the Subdivision. The legality of holding individuals responsible to terms of deed restrictions was questioned and several individuals felt it was the city's responsibility to solve the drainage problems. The Committee determined that further action would be deferred to enable the Committee to define the problem areas and obtain cost estimates. which these figures will be available. The Committee reviewed SEWRPC correspondence of June 19, 1987, which was a follow-up to their original report on the South Denoon drainage study. The Lake Denoon Association is interested in having SEWRPC's recommendations implemented to establish settling ponds on the east end of the lake. The Fox River Watershed Funding was discussed as a financing tool. One of the requirements in the 1986 funding for the Fox River Watershed was a permanent easement on property which received cost sharing. The Lake Denoon Association will be meeting with the Soil Conservation Service to further discuss soil erosion and storm water run-off. The road plans for Adrian Drive were reviewed and met with Commit tee approval. The Committee reviewed correspondence from the City Engineers dated July 16, 1987, in regard to the road plans and drainage plans for Meadow Green Subdivision. Item #3 related to the east road ditch along Lannon Drive and the north road ditch along Woods Road. The Committee determined that the engineer for The residents will be notified of the meeting date at Public Works Committee - Page 2 July 23, 1987 0 Meadow Green Subdivision must prepare the plans for Lannon Drive and must take full responsibility of the ditch. The Woods Road portion will be the Water Contractor's responsibility to restore and install the ditch. Item #4 related to the proposed rear lot line ditches. Mr. Boehm took the responsibility of clarifying this issue and stated that it was his opinion that it was three times the indicated required slope and it was determined that deed restrictions would require the property owner to be responsible for the following: 1. Maintaining the easement property, and 2. Maintaining of the driveway culvert. The requirement of a cul de sac on the dead end street was not required to be placed in the final plan because a Preliminary Plat was approved without the cul de sac being indicated. The Committee determined that the first two coats of asphalt be layed in Fall of 1987 and the final lift of asphalt will be negotiated at the end of the first year of the Letter of Credit. The Committee reviewed and approved the preliminary road and drainage plans for Lake Brittany Addn. A1. The Committee discussed the road restoration which is proposed as a result of the Bellview/Bay Lane Sewer Project. The Committee authorized the City Engineer to conduct soil boring tests on a portion of Bay Lane Road, from Bay Lane School to Woods Road, with the intent of repaving the road in 1988. The Committee declined the request of the City of New Berlin to participate in a stormwater management plan for the Tess Corners area. The Committee is of the opinion that the study which dictated the design of the Tess Corners retention pond addresses drainage as it relates to Muskego. The Committee discussed drainage problems on Indian Trail. The Committee will investigate this problem further including past recomhdations. It is'requested that Mr. Robert Klenz, Developer of Durhamwoods Subdivision, be present at the August meeting. The Committee discussed the need for updated cross-sections for roads. Standard road specifications will be determined by Supt. Bertram and Building Inspector for final review by the City Engineers. The Committee reviewed correspondence from the City Engineer regarding Lannon Drive Resurfacing. It is the Committee's recommendation that the costs for the resurfacing be shared by the City and the Water Utility with the $3,100 for the 4 inch trench patch on Lannon Drive being the Water Utility share. Committee recommended that Lannon Drive be resurfaced. 0 The Public Works Committee - Page 3 July 23, 1987 The drainage problem at W180 56416 Lentini Drive was discussed.
