Public Works Committee - MINUTES - 1/15/1987PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 15, 1987 The meeting was called to order at 7:00 P.M. by Chairman DeAngelis. Also present were Committee Member Sanders, Aid. Penovich, Supt. Bertram and those per the attached list. Ald. Hilt was absent. The Committee further reviewed the complaint of Mrs. Arlene Kopske in regard to run-off from the drainage ditch in the Glenbrook Subdivision. Ald. DeAngelis and Supt. Bertram inspected the ditch in question and determined that the ditch runs on private property for which the City does not have an easement. Due to the topography of the area, weed cutting by the citizen has been very difficult and filling the ditch would cause flooding to adjacent properties. Supt. Bertram offered to provide riprap to alleviate the situation. Final action on the problem was deferred until the February meeting. l A complaint to the Public Works Department and Supt. Bertram, specifically, was made by Mr. Delbert Miller on College Avenue, in regard to the cutting of noxious weeds on his property. supt. Bertram stated that in response to an adjacent owner's complaint, the owner was dutifully notified of the complaint, was notified of the local weed ordinance and given a specified time (5 days) in which to cut the noxious weeds. The owner ignored action on the matter and, consequently, the Public Works Department dispatched a crew of three employees to cut the noxious weeds and the total cost of this operation was placed on the owner's tax bill. Ald. DeAngelis moved to uphold the action in this case and notified the owner that the bill must be paid. Seconded by Ald. Sanders, motion carried. A group of citizens expressed their concern to the Public Works Committee about the eventual stormwater drainage plan in the Durhamswood Subdivision Addn. #l. The individuals who reside on the northern border of Freedom Acres will be directly affected by the diversion of drain water from the Durhamswood Subdivision Addn. Al. The drainage plans for the Durhamswood Subdivision Addn. Wl were reviewed and it was noted that a swale will be constructed at the southern border of the subdivision which will direct storm water east to eventually empty into a stream which is located on City property. The citizens suspected that broken drain tiles on their properties from the disconnected septic systems may have contributed partially to the flooding problem they experienced during last summer's heavy rain storms. The Urban Drainage Projects were reviewed. The Committee expressed concern that certain development projects were being started on the Meadow Green Subdivision for which the City has not been notified. The Committee is requesting that a letter be l sent to the developer, Mr. Gregory Boehm, asking him to contact the City to explain what is being done at the site. Road plans and drainage plans have not been received by the Public Works Department. Public Works Committee - Page 2 January 15, 1987 A guardrail has been erected at the north side of Woods Road at the Switala ditch area. A meeting has been scheduled with SEWRPC for January 22, 1987 at their office to discuss the Stormwater Management Project. supt. Bertram will contact Mr. Roger Johnson and Mr. John Groh in regards to the completion of asphalting and ditches in Marlan Meadows Subdivision. It is estimated that a sum of $5,000 will be required to complete this work and Supt. Bertram will report on this matter at the next Public Works Committee meeting. The Janesville Road paving project was reviewed and Supt. Bertram stated that some city water supply pipes may have to be insulated due to the grading of the new road, during its construction and specifically at Hillendale & Crowbar roads. After considerable discussion, the Committee will refer to the Public Safety Committee the suggestion of contacting the State to request that a separate right turn lane be created at the southeast corner of Lannon Drive and Janesville to expedite the traffic flow at that intersection. The endwall complaint of Richard Steingraeber on Kelsey Drive was removed from the Agenda at Mr. Steingraeber's request since he was unable to attend the meeting. supt. Bertram advised the Committee that North Cape Road, from Durham Hill to Hales Corners, has been scheduled for resurfacing. The meeting adjourned at 9:05 P.M. Respectfully submitted, Ald.
