PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD APRIL 9, 1987
The meeting was called to order at 7~02 P.M. by Chairman
DeAngelis. Also present were Committee Members Hilt and Sanders, Mayor Salentine, Supt. Bertram, and those per the attached list.
Mr. Gombkoto appeared before the Committee to discuss the
drainage ditch problem in the Parkland Subdivision. Mr. Gombkoto
stated that the problem has existed for the past ten years.
Supt. Bertram stated that the work is quite extensive and recommended that the ditch be improved with stone or culverts so
that continual maintenance would not be necessary. Chairman
DeAngelis moved that the City Attorney be contacted to determine
the City's obligation in this matter. motion carried. Seconded by Ald. Sanders,
There is a possibility that the cost could be divided between all homeowners.
The Committee reviewed SEWRPC's Stormwater Drainage study for the
Lake Denoon area. Mr. Ray Christenson, President of the Lake Denoon Advancement Association , presented the Committee with a petition which was signed by 102 residents who are opposed to
lowering the water level of Lake Denoon. Mr. Christenson noted
that changing the lake level would have to be approved by both
SEWRPC and the Department of Natural Resources. Ald. DeAngelis
stated that contrary to the accusation that he wanted the lake level lowered, he was merely responding to the complaint of several citizens who said that their property was flooded during
last Summer's torrential rainstorms. It was noted that the sewer
lift station improvement is to be reviewed at the Sewer Committee. Mayor Salentine stated that according to SEWRPC's
recent study a serious problem is non-existent. Ald. DeAngelis
moved that the stormwater drainage for the Lake Denoon area be
deferred until the next Public Works Committee meeting at which
time all of the citizens in the affected area, including Lake
Denoon residents, farmers, and Lake Meadows homeowners be notified of this meeting. The motion died for lack of a
second. Ald. Hilt moved that the review of the stormwater drainage in Lake Denon area be tabled.
motion carried, Seconded by Ald. Sanders,
with Ald. DeAngelis casting the only dissenting vote.
Mrs. Pearl Bruce representing the Arnold Lekfield property (South
Denoon Road) appeared before the Committee stating that an agreement had been made with the City several years ago that the
stormwater is not to be diverted onto the Lekfield property. The
City acknowledged the terms which require no further diversion of
stormwater. A copy of these minutes are to be provided to Mrs. a Pearl Bruce.

Ald. Hilt moved to defer the discussion on the road plans for
Lake Denoon (Schuler property) until next month and requested
that Stan Potrykus be invited to attend to explain his intentions
as to various road options. Seconded by Ald. Sanders, motion
carried.
The Committee reviewed TIF projects. Supt. Bertram stated that
as a result of storm sewer construction on the Pellmann property, a loose turf which was originally installed will have to be
replaced with firmer ground.
Discussion on the Urban Drainage Project was deferred until the
next meeting.
The Committee discussed the Glenbrook drainage problem. Ald.
Hilt moved that no further service be offered since the ditch is
on private property and the City has previously agreed to provide
stone for the drainage ditch. Seconded by Ald. Sanders, motion
carried.
The minutes of the previous meeting were reviewed and placed on file.
The Committee reviewed the request received from New Berlin to
participate in a stormwater drainage study for the Tess Corners
Creek watershed. The City Engineers, Ruekert & Mielke, have a
stormwater study of this area and the Committee will contact New
Berlin to advise that we would be receptive to sharing data with
SEWRPC.
The Committee reviewed the request to install an entryway from
Lannon Drive to Muskego Express Lanes. Ald. DeAngelis moved to
approve the entryway subject to Department of Transportation
specifications. All expenses will be the responsibility of the property owner. Seconded by Ald. Sanders. motion carried with Ald. Hilt abstaining because of conflict of interest. This would
be a one-way entry off of Lannon drive.
The Committee approved the planting of trees at the Tess Corners
Retention area. Tree planting plans are to be approved by Supt.
Bertram.
Ald. Sanders moved to direct the City Clerk to advertise for bids
for road materials. Seconded by Ald. Hilt, motion carried.
Review requested variance from Subdivision Control Ordinance for
above ground electric wiring was removed from the agenda.
The Public Works Committee has agreed to the installation of a

standard wooden light pole at the entrance to Marlan Meadows. The pole will be installed at city expense.

Supt. Xertram stated that the drainage ditch area located in the
Marlan Meadows outlot will be done later this year. To justify
the expenditure of the escrow funds for Marlan Meadow
Subdivision, an accounting of time and materials will be
furnished.
