MINUTES OF MEETING HELD OCTOBER 29, 1986
The meeting was called to order at 7:05 P.M. by Chairman DeAngelis. Also present were Committee Member Sanders, Mayor
Salentine, Supt. Bertram and those per the attached list. Ald.
Hilt was absent.
The road construction of Freedom Avenue in the Durhamswood Subdivision was reviewed. A proposed plan to divert drainage
water from Durhamswood to a creek southeast of the subdivision
was presented by Stan Potrykus. The plan will involve bringing
in a large quantity of fill in order to raise the existing grade
of the eastern portion of the subdivision. A swale may be
necessary on the western perimeter of the property to divert drainage water on that perimeter. There may also be a need for
concrete inverts where deemed necessary after a grade map of the
subdivision is finalized.
The Committee determined that the northern section of Freedom
Avenue will have to be paved to the two adjacent lots when the
related culverts are installed for lots 8 and 9.
The Committee reviewed correspondence from Building Inspector Lee regarding the discharge of sump pumps. The Committee decided
that for future construction, all sump pump drainage should be
directed to the rear of a property where a swale will be
necessary, not to the front where curbs and gutters are installed. If a concrete invert is installed in front of a new
subdivision, there would be no objection to running the sump pump drainage to the front or roadside of the property.
Mr. William Schmidt, S76 W19083 Richdorf, appeared before the Committee to complain about the heavy diversion of drain water
from this Summer's heavy rains onto the Richdorf Drive area. It
was noted that a possible solution may be the construction of a
separate drainage ditch to divert water into Little Muskego Lake
from a different location to relieve the present heavy diversion
onto Richdorf Drive. The present problem may be compounded
should the Schaefer property be developed.
The Committee recommended that the Building Inspection Department
develop a Fill Permit form which would require the intended
quantity of fill and the dates when the fill will be trucked onto
the property. This action is necessary in order to determine the
expected wear and tear on city roads, and the possible initiation
of a fee structure determined by the yards of fill.
The Committee deferred action on the Meadow Green Subdivision until receipt of the drainage plans.
The Committee discussed the Wetland/Shoreland proposed ordinance.

The Industrial Park water hydrants were reviewed. The
Superintendent of Public Works informed the Committee of extra
costs if the hydrants have to be winterized.
Correspondence from the Wisconsin Department of Transportation
concerning the poor visibility at the intersection of Pioneer Drive and Highway 24 was reviewed.
The Committee reviewed correspondence from the Wisconsin
Department of Transportation which stated that separate funding
for bicycle paths and curbs & gutters is not available at the
present time. A three foot paved shoulder will be provided.
Superintendent Bertram will talk to Super Excavator in regards to
capping a drainage pipe at the Vesbach lift station which was
left off to complete the drainage of the settling ponds.
The restoration of the property adjacent to the Kosobucki and
Malecki sewer easements to the lake has been completed.
Work will be started on cleaning out the drainage ditch which
emanates from the Vesbach lagoons as soon as weather permits.
0 The Urban Drainage Projects were discussed.
The Public Works Department sent correspondence to the Public
Safety Committee regarding a light at East & Martin Drive (Marlan
Meadows Subdivision).
Correspondence from the Waukesha Health Department regarding the Hojnacki property was read and the problem was defined as more of
an annoyance than a health hazard.
The minutes of the previous meeting were reviewed and placed on
file.
The meeting adjourned at 9:55 P.M.
