PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD MAY 15, 1986
The meeting was called to order at 8:20 P.M. by Chairman
DeAngelis. Also present were Committee Member Hilt, Mayor
Salentine, Superintendent Bertram, Joe Beatka, Roger Johnson and Stan Potrykus. Ald. Sanders was absent.
Highway Superintendent Bertram reported on the drainage problem
at S104 W15370 Loomis Drive. He reviewed the area as to potential for private drainage and the Committee agreed that
there was no solution to the problem.
The Committee discussed the Pellmann easement. The Committee
directed the City Attorney to draft an agreement based upon the
terms listed in the Public Works minutes of April 17, 1986, which stated that Mr. & Mrs. Pellmann will dedicate a 20' x 60' strip
of land on the end of the Pellmann cul de sac to provide for
access from the Dreyfus property to the cul de sac. The cost for
resurfacing, moving the barricade, and deeding of the property
will be the responsibility of those who initiated the request.
The City will then obtain the necessary signatures.
0 The Committee reviewed the minutes of the previous meeting and placed on file. The Committee discussed the turn around on the Klenz development with Mr. Potrykus. Because it is a temporary
condition, the Committee agreed to allow Mr. Klenz to proceed
with the tee which was agreed to at a previous meeting.
Supt. Bertram reported on the Frank Switala project. The bushes
will not be moved and the fence will stay as is.
The Committee reviewed the final bids for the 1985 Road Improvement Program. Ald. Hilt moved to recommended Council
approval of the low bids received from C & K Liquid Asphalt for
the seal coating - Asphalt emulsions MAC-5 $.81 per gal., RC-2
.625$ per gal., HFE-90 .625+ per gal., HFE-150 .625$ per gal. and Aggregate for Sealcoating $6.20 per ton; and Payne & Dolan for
the low bid on bituminous asphalt of Grade 1 (Base Course) $20.85 per ton and Grade 3 (Surface Course) $22.30 per ton. Seconded by
Ald. DeAngelis, motion carried.
The Thode Drive drainage problem was deferred until the Highway
Superintendent can review.
Roger Johnson appeared before the Committee regarding the
retention basin that has been placed in the outlot of the Marlan
Meadow Subdivision. Mr. Johnson is requesting that the City

define the drainage channel within the pond to improve its
condition. Highway Superintendent will participate in this
project.

Joe Beatka appeared before the Committee regarding a clean-up and
drainage problem on Tans Drive. Ald. DeAngelis moved to relocate
the road on City right-of-way and correct the existing drainage
problem. Seconded by Ald. Hilt, motion carried.
Highway Superintendent will submit a list of Capital Project
requests for the 1987 Budget to the City Clerk.
Mrs. John Fox, W131 S6541 Kipling Drive, has requested that the
drainage in her ditch be improved by installing an invert. The
sides of the invert will be wider than normal because of the
water it must carry, so the Committee agreed on a 50% cost
sharing on the project. The Committee was advised that this 50%
cost sharing was agreed upon by Mrs. Fox.
The installation of the State required shields on the arterial
signal on Lannon Drive was dicussed. The City agreed to place
the arterials according to State specifications of which the
State now requires shields. The Committee was also informed that
a "yield" or "stop" sign will be installed by the State at Lannon
Drive and Hwy. 24 on the northeast corner of Lannon Drive.
The drainage in the Industrial Park was discussed and a recommendation of 1400 ft. of 4" drainage pipe at approximately
$150,000. The Committee recommended that the Mercury road be
built with a ditch on both sides, thus splitting the water flow.
The Committee reviewed the drainage problem on Sunset Drive and
Racine Avenue and noted that it is a County responsibility to
correct. The Highway Superintendent was directed to contact the
County Supervisor.
