MINUTES OF MEETING HELD SEPTEMBER 19, 1985

The meeting was called to order at 8:00 P.M. by Chairman Frank DeAngelis. Also present were Committee Members Hilt and Tomczyk, Mayor Salentine, Supt. Bertram, Mrs. Pellman and Mrs. Stoecker.
Mrs. Pellman discussed with the Committee her concerns as to culvert crossings on Kurtze Lane. She questioned how they would
get over a drainage ditch to get to their lake lot. Presently the land is level and culverts are not needed. The Committee
stated that if a culvert is required to get to an existing
dwelling, the City would install the culvert.
The Committee discussed Mrs. Stoecker's concern on the culvert in
front of her home on Hickory Lane. The gravel from the driveway
of her neighbor's home wash into her culvert and cause
problems. The Committee informed her that if there are deed
restrictions concerning asphalt drives, as she claims, the City
can not enforce deed restrictions. This matter should be handled
by the Developer, Mr. Frank Narlock. Ald. Tomczyk suggested Mr.
Narlock be invited to attend the next Public Works meeting to see
if he can resolve the culvert problem.

Ald. DeAngelis updated the Committee on a meetin that was held on Thursday, September 19, 1985 with Joe Eberle 7 Ruekert & Mielke), a representative from Super Excavators, Mayor Salentine
and Mr. David Ludwig. A discussion was held regarding pile of
excess fill on Lannon & Woods Road. Mr. Ludwig reported that he
had met with the Corp. of Engineers and they were receptive to his filling in approximately 135 feet from the centerline of
Woods Road. The Corp. of Engineers would mark the area with red
flags. Mr. Ludwig stated that he will do nothing until he has
received the Corp. of Engineer's authorization in writing within
three weeks. Mr. Ludwig has also agreed to sign an agreement
releasing Super Execvators from any liability regarding the
excess dirt.
The Committee reviewed TIF items. All easements are in for the Tess Corners Drainage Project. Supt. Bertram informed the
Committee that the grade is satisfactory for the new Industrial
Park site. The top soil is being put back in place. Roads are not being installed at Bay Lane because the base is not heavy enou h. The Committee discussed Bass Bay area and all agreed Tax Key ! 2217.993 should be reduced to one (1) lot, but if he every divides he would have to repay the TIF #4 district. The
Committee recommends that the City Engineers be made aware of the change in Assessment for lot 993.
The discussion on Ann Drive's Curbs & Gutters was deferred
because of lack of information.
Supt. Bertram informed the Committee he would start the drawdown
of the lake on October 15, 1985.
