MINUTES OF MEETING HELD AUGUST 22, 1985
The meeting was called to order by Chairman DeAngelis at
8:35 P.M. Also present were Committee Members Hilt and Tomczyk,
Mayor Salentine, Supt. Bertram, Tom Wernette and Mr. & Mrs.
Malecki.
Mr. Tom Wernette appeared before the Committee to explain the
reasoning for the design of his drainage ditch. The Committee
explained that without sloping embankments there would be too
much erosion. Mr. Wernette advised the Committee he would repair his ditch to the Committee's recommendations.
The Committee reviewed comments from the Bass Bay Road Project
Assessment Hearing. A discussion was held with Mr. & Mrs. Malecki on the length of the road abutting their property. The
right of way to the manhole extends past their home, the physical road will extend 16 ft. past the Malecki gate. supt. Bertram
explained the 16 ft. was needed to allow for snow removal. The
Committee determined that the asphalt surface will extend 16 ft. past the Malecki gate and the assessment will be based upon that
improved foundation. Parcel 11957 assessment should also be
reduced to receive the foundation assessment based on the
intended asphalt road. It was determined that the Lesch parcel
11955 receives a benefit and should be included in the
assessment. Parcel l/991 protested paying for three lots. Parcel
#993 protested the 3 lot division and claims it should only be 2
parcels. These recommendations are subject to review by the City
Engineers.
The Committee requested the City Clerk to check on progress of
City Engineers letting of bids for Tess Corners drainage project.
Also to obtain plans and specifications for bridge on Woods Road
and bridge on Tess Corners Road next to the Francis Lamb property
and have the engineers let out bids.
The Committee discussed waiving of curbs and gutters for Ann
Drive. Supt. Bertram suggested that the City Engineers determine
the cost of the road with curb & gutters and without.
The Committee reviewed the 1986 Negotiation request of the Public
Works Association.
The Committee reviewed TIF items.
Supt. Bertram discussed with the Committee a property owner who
wanted to place a fence upon an existing city easement. He had
advised the property owner that the City would not assume, liability. The Committee directed Supt. Bertram to refer to an
agreement that the City had in a similar situation, draw up an agreement and obtain the property's owner's signature.

Supt. Bertram informed the Committee that the Police Department
has requested use of the "pickle liquor" building which would be
moved to the Police Department Fire Arms Range located at the
Landfill site. The Committee will refer this to the Public Sewer Committee.
Supt. Bertram advised the Committee of the progress at the sewer
ponds.
