MINUTES OF MEETING HELD APRIL 18, 1985
The meeting was called to order by Chairman DeAngelis at 8:00 P.M. Also present were Committee Members Hilt and Tomczyk, Mayor Salentine, Supt. Bertram and those persons per the attached list.
The Committee discussed the Resurfacing of Bass Bay main roads. Chairman DeAngelis read communications from City Engineers dated
April 12, 1985 recommending the thickness to be 2 inches to 4
inches with a cost of $10.00 per front foot, plus the cost of
concrete invert. The Committee made the decision that there will be no concrete inverts. The drainage will be accomplished using
a tile to provide storm drainage. It was explained that there
would be a one time assessment. Ald. Hilt moved to recommend to
Council to direct the City Engineer to prepare plans and
specifications for the resurfacing of Bay Lane Place. Seconded
by Ald. Tomczyk, motion carried.
The Kurtze Lane road project was discussed and the input from
residents indicated that a rural type drainage system without
curb and gutter would be their recommendation. Ald. Hilt moved to recommend to Council to direct the City Engineer to prepare
plans and specifications for the construction and resurfacing of Kurtze Lane. Seconded by Ald. Tomczyk, motion carried.
The Committee reviewed the following TIF projects with Seegar
Swanson:

The Committee discussed the drainage project for the area from Highway 24 to Tess Corners bridge. Ald. Hilt moved to
direct City Attorney Molter to prepare the necessary
documents to secure the easements and the City Engineers to
prepare plans and specifications. Seconded by Ald. Tomczyk,
motion carried.
The Committee discussed the Gaulke Drive Drainage Project.
Superintendent Bertram was requested to determine the status
of this project.
The Committee informed Seegar Swanson of their intention to
resurface Kelsey Drive from Racine Avenue to Crowbar Road.
The Committee discussed the Industrial Park ditches and
grading. Supt. Bertram explained that in order to start the project, 2700 feet of concrete inverts in the west cul de sac
should be installed at a cost of $55,000. Ald. Hilt moved to
recommend approval of concrete invert work. Seconded by Ald. Tomczyk, motion carried.
The Committee discussed the ditch along the Industrial Park. The
Committee recommended the cleaning of the ditch from Mercury
Drive to Racine Avenue as part of the Industrial Park Development

The Committee discussed the detention pond in the Industrial
Park. The Committee recommended to include the detention pond
costs as part of the Industrial Park Development Project.
The Committee discussed Aud Mar Estates with Developer Stan
Potrykus. The Committee voiced concern as to whether curb and
gutters should be installed. After review of the construction
plan and Ruekert & Mielke's letter dated April 16, 1985, the
Committee decided the curb and gutters were not necessary. Ald.
Tomczyk moved to recommend Council approval of the plat for 13
homes with the understanding that any future construction would
have to be reviewed by the Committee. Seconded by Ald. Hilt,
motion carried.
The Committee reviewed the minutes of the previous meeting.
Mr. Randy Kusch appeared before the Committee stating that he was
having a water problem on his property. The Committee
recommended that he pump the water into the storm sewer in his
backyard. Mr. Kusch was informed that he is to notify
Superintendent Bertram to set up an inspection on the connection.
The meeting adjourned at lo:30 P.M.
