Public Works Committee - MINUTES - 9/6/1984- a PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 6, 1984 The meeting was called to order at 8:25 P.M. by Chairman Penovich. Also present were Committee Members DeAngelis and Hilt, Superintendent Bertram, David Ludwig, Judith Strampe, Orville Kurth (Soil Conservation Service) and Max Horwaitch of the Waukesha-Milwaukee County ASCA Office. The Committee discussed the David Ludwig soil erosion problem with Mr. Kurth of the Soil Conservation Service and Mr. Horwaitch of the Waukesha-Milwaukee County ASCA Office. Mr. Kurth stated it will take at least another $1,000. to rectify the situation. Mr. Horwaitch said that only $400.00 is available for this project. He mentioned there is a slight possibility of further monies after October 1, 1984. Mr. Kurth stated that he would be willing to go out and meet with Mr. Ludwig to discuss the problem with definite recommendations on how to correct it. Superintendent Bertram stated that only then muld he be willing to help with this problem. Mr. Ludwig requested that the City pay the monies for the portion of the project that is not covered by Soil Conservation Service. It is fully understood by the City and Mr. Ludwig and Mrs. Strampe that the City accepts no responsibility for this erosion problem. The Committee amended the minutes of August 23, 1984, paragraph 5, to add "NO blame is to be placed on the City due to erosion problems; namely Guernsey Meadow water draining onto Mr. Ludwig's property. Superintendent Bertram stated that he is checking with the County regarding the Guernsey Meadows berm along Highway 24. The Committee discussed the Diekfuss drainage problem. The Committee determined that there will be no crop damage paid. Ald. Penovich will meet with Mr. Diekfuss to discuss any other possible claims. The Committee discussed the possible revisions of various fee structures. Superintendent Bettram will do a thorough analysis of the present fee structure, along with other communities structures, and come up with recommendations. The Committee discussed the repair of Caesar's Dam and determined that more information is necessary. It will be discussed at a later date. The Committee reviewed TIF projects.'
