Public Works Committee - MINUTES - 9/8/1983PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 8, 1983 The meeting was called to order by Chairman Penovich at 8:00 P.M. Also present were Committee Members DeAngelis and Dumke, Supt. Bertram, Ruth Pellmann, and Bernadine and Donald Schreiber. The Committee discussed with Mrs. Pellman the method of assess- ment for road and sewer improvements to Kurtze Lane, and referred same to the Public Sewer Committee for review. The Committee discussed with the Schreiber's the drainage along their property on Woods Road. supt. Bertram will review the matter and report to the Committee at the next meeting. The Committee advised the Schreiber's that they should contact the surveyor to determine how the lot line stakes were placed. The Committee discussed the Switala drainage channel. Aid. Penovich will discuss this matter with the City Attorney regarding the various problems concerning this project. The Committee discussed the reconstruction of Schultz Lane. Assessor Paul DeAngelis reported that the City owns part of the right-of-way. This matter was deferred in order for the City Attorney to determine the actual ownership of the road right- of-way. Ald. Penovich will contact Racine County for information on their farm ditch cleaning policy. The Committee deferred further dis- cussion until this report is received. A letter from Mr. Kurth of the Soil and Water Conservation Dept. was reviewed, which stated that a design plan will be provided by the ASC office, and that Mr. David Ludwig should apply for cost sharing if available, with regard to his drainage problem. The Committee discussed the ditch invert policy, and Supt. Bertram invited the committee to look at work done in the City of New Berlin. The Committee reviewed the TIF projects. supt. Bertram questioned who was liable with relation to the easements obtained by the City - the City or the owner of the underlying property? supt. Bertram reported that he had visited the Town of Norway to look at their dog pick-up operation. He advised that they have a separate building to take care of the animals, and stated again that keeping dogs inside the garage would be impractical due to the disturbance that would be caused.
