MINUTES OF MEETING HELD TUESDAY, OCTOBER 14, 2008
Mayor Johnson called the meeting to order at 6:25 p.m. and led those present in the
Pledge of Allegiance.
ROLL CALL
Mayor Johnson, Ald. Snead, Borgman, Werner, Schneider, Schaefer, Fiedler, and Deputy
Clerk Blenski. Ald. Pavelko arrived at 6:40 p.m.
STATEMENT OF PUBLIC NOTICE
Deputy Clerk Blenski stated that the meeting had been noticed in accordance with the
Open Meeting Law.
APPROVAL OF AGENDA
There were no issues with the agenda.
NEW BUSINESS
1. Guest speaker, Ald. Steve Olson reviewed the Sex Offender Ordinance for the City
of Franklin. Ald. Olson discussed the process and considerations that the City of
Franklin used in their formulation of their Sex offender Ordinance. He stated the
importance of the collaboration of the City’s attorney, elected officials, and the
police department in the process of the implementation of the ordinance.
2. Discussion of the Non-Reps merit pay program for the 2009 budget. Mayor
Johnson distributed a report of other local municipalities and their data regarding
their COLA and merit pay programs by comparison. Mayor Johnson stated that
here were three options to consider: 1-To continue with the program as it is. 2-To
implement a step plan. 3-To consider this program each year as part of the
budget, and determine annually what the cap will be. The point was discussed
about the amount of years it would take to get to the mid-point and subsequently
the top of the pay scale. Merit pay is considered an incentive for the non-reps to
perform to get the percentages of merit pay increases. The decision was made to
review the merit pay percentages on an annual basis, as part of the budget. Then
subsequently, the resolution will need to be changed to state that.

Ald. Snead moved to adjourn at 7:45 p.m. Seconded by Ald. Fiedler, motion carried
unanimously.
