COMMITTEE OF THE WHOLE – CITY OF MUSKEGO approved 1/13/09
MINUTES OF MEETING HELD TUESDAY, NOVEMBER 25, 2008
Mayor Johnson called the meeting to order at 7:00 p.m. and led those present in the
Pledge of Allegiance.
ROLL CALL
Mayor Johnson, Ald. Snead, Borgman, Pavelko, Werner, Schneider and Deputy Clerk
Blenski. Ald. Fiedler arrived at 7:20 p.m. Ald. Schaefer was excused.
STATEMENT OF PUBLIC NOTICE
Deputy Clerk Blenski stated that the meeting had been noticed in accordance with the
Open Meeting Law.
APPROVAL OF AGENDA
There were no issues with the agenda.
APPROVAL OF MINUTES
Ald. Schneider moved to approve minutes, of the November 11, 2008 meeting. Ald.
Borgman seconded; motion carried.
NEW BUSINESS
Review and discuss the Employee Severance Proposal. Mayor Johnson reviewed the
proposal for severance pay and his recommendation memorandum. The three
employees affected would receive three months of health insurance coverage and his
recommendation of 20 hours per years of service. (See attached spreadsheet) Mayor
Johnson by comparison had highlighted a few other municipalities’ severance pay
information. Ald. Werner discussed using a different pay option of 30 hours per years of
service for one of the effected employees. Several Aldermen felt that the pay should be
consistent among all concerned employees. Mayor Johnson further indicated that the
employees would have to sign an agreement for the severance package, which is in a
“draft” format at this time. The consensus was that the severance package would be
based on 25 hours per years of service and to provide three months of health insurance
coverage. The compensation would be paid bi-weekly and terminate when the total dollar
amount was used or the employee became employed.

Ald. Snead moved to adjourn at 7:31 p.m. Seconded by Ald. Fiedler, motion carried
unanimously.
