COMMITTEE OF THE WHOLE - MINUTES - 4/8/2008 Approved 4/13/2008 COMMITTEE OF THE WHOLE – CITY OF MUSKEGO MINUTES OF MEETING HELD TUESDAY, APRIL 8TH, 2008 Mayor Johnson called the meeting to order at 6:22 p.m. and led those present in the Pledge of Allegiance. ROLL CALL Mayor Johnson, City Administrator Sheiffer, Ald. Pavelko, Ald. Borgman, Ald. Werner, Ald.Schaefer, Ald. Fiedler, Ald. Snead, Ald. Melcher, City Attorney Molter, Deputy Clerk Jill Blenski, and also present were Muskego Volunteer Fire Chief Andy Mack, and Bill Schneider (5th District Ald. Elect) STATEMENT OF PUBLIC NOTICE Deputy Clerk Blenski noted that the meeting had been noticed in accordance with the Open Meeting Law. APPROVAL OF AGENDA Mayor Johnson advised that there were no issues with the agenda. APPROVAL OF MINUTES Ald. Borgman moved, Ald. Werner seconded, to approve the minutes of the February 26, 2008 and March 11, 2008 as clarified. Upon a voice vote, the motion carried unanimously. UNFINISHED BUSINESS Item 1. Atty. Molter explained the proposed resolution of the consolidation of both volunteer fire departments. Ald. Snead and Ald. Werner were both on the Fire/Rescue Committee and provided input as to the impasse reached. Ald. Werner would still like the committee to continue to meet and work on the other issues. Chief Mack stated that Muskego continues to have discussions with Tess Corners Fire Dept. The Mayor stated that the proposed resolution reaffirms the action previously taken by the Council to move toward one department. With mediation, both parties need to come toward the middle. Ald. Fielder wants a timeframe placed in the proposed resolution. Ald. Snead and Ald. Melcher agreed. Ald. Snead noted that both departments have been given substantial time to work toward the goal of unification. Atty. Molter stated he will be in contact with the MVFC atty. and will report back at the next meeting. The Mayor asked if any Alderman changed his/her mind regarding going forward to establish one department. No one did. Ald. Schaefer stated that she may have to abstain from future voting regarding this issue. Committee of the Whole April 8, 2008 Page 2 Ald. Snead stated that no one wants this to be adversarial and everyone respects the volunteers from both fire departments, but this does have to keep moving. The Committee determined that the resolution should be deferred at tonight's Council meeting to give Muskego and its Atty. time to review it. Item 2. Ald. Melcher suggested an individual to do a presentation regarding Strategic Planning. Believes this is needed. Mayor stated he and City Admin. met with the person. Mayor said she was impressive, but unlike the previous suggestion that was presented which cost about $4500, this will cost $20,000. The Committee was willing to hear the presentation, which will be at the May 13 COW. ADJOURNMENT Ald. Snead moved to adjourn at 7:16 p.m. Seconded by Ald. Fiedler, motion carried unanimously.
