COMMITTEE OF THE WHOLE – CITY OF MUSKEGO
MINUTES OF MEETING HELD TUESDAY, APRIL 22nd, 2008
Mayor Johnson called the meeting to order at 7:00 p.m. and led those present in the Pledge of
Allegiance.
ROLL CALL
Mayor Johnson, Ald. Pavelko, Ald. Werner, Ald.Schaefer, Ald. Fiedler, Ald. Snead, Ald.
Schneider, City Administrator Sheiffer, Clerk/Treasurer Janice Moyer, Deputy Clerk Jill Blenski,
and also present were Jeff Muenkel, Plan Director and Sharon Mueller, Finance Supervisor.
STATEMENT OF PUBLIC NOTICE
Deputy Clerk Blenski noted that the meeting had been noticed in accordance with the Open
Meeting Law.
APPROVAL OF AGENDA
Mayor Johnson advised that there were no issues with the agenda.
APPROVAL OF MINUTES
Ald. Fiedler moved, Ald. Pavelko seconded a motion, to approve the minutes of the April
8th , 2008 meeting as clarified. Upon a voice vote, the motion carried unanimously.
UNFINISHED BUSINESS
Item 1. City Administrator Jennifer Sheiffer reviewed the non-represented employee salary
ranges and provided some history dating back to 1999. In April of 2007, the mid and max of the
salary ranges for Police Dept. non-represented positions were reduced by 5% after a salary-range
comparison that was done with other communities. At that time the Council directed staff to spot-
check the other non-represented positions.
The City Administrator is recommending that the same 5% reduction be done to the salary ranges
(mid and max) of other non-represented positions. The other option is to hire the company used
in 2003 to review the entire group.
Plan Director Jeff Muenkel stated - Non-represented employees were not aware this was on the
agenda. He does not believe there is rationale for the 5% reduction.
Ald. Fiedler – recommended this item be deferred and investigate doing a review of the entire
group.
Ald. Fiedler moved to defer. Schaefer seconded; motion carried.
NEW BUSINESS
Item1. Community Development Department Concept
This concept was discussed to combine Planning, Engineering, Building and Inspection. The
consensus was to move forward. Ald. Werner requested a job description for the position, the
Committee of the Whole

potential savings and what the qualifications are for the position. Plan Director Jeff Muenkel will
prepare these materials.
City Administrator Jennifer Sheiffer stated the Council should decide what the goal was in doing
this. There was discussion regarding the candidates for the Engineering position and the Public
Works Department. City Administrator Jennifer Sheiffer stated that the City is entering a phase
where engineering skills will be crucial because of the Janesville Road Reconstruction project.
Skills of an engineer are also required to deal with the City's consulting engineering firms.
ADJOURNMENT
Ald. Snead moved to adjourn at 7:40 p.m. Seconded by Ald. Fiedler, motion carried unanimously.
