COMMITTEE OF THE WHOLE – CITY OF MUSKEGO
MINUTES OF MEETING HELD THURSDAY, JUNE 12, 2007
Mayor John Johnson called the meeting to order at 7:00 PM and led those present in the Pledge
of Allegiance.
ROLL CALL
Present: Mayor Johnson, Ald. Snead, Ald. Pavelko, Ald. Borgman, ,
Ald. Werner, Ald. Melcher, and Ald. Fiedler. Ald. Schaefer was excused.
Also present were: City Administrator Sheiffer, Muskego Volunteer Fire Company
representatives Fire Chief Andy Mack and Greg Mecha, and Jeff Verburgt, president of the Tess
Corners Volunteer Fire Department.
STATEMENT OF PUBLIC NOTICE
Deputy Clerk Blenski stated that the meeting was noticed in accordance with the opening
meeting law.
REVIEW MINUTES OF PREVIOUS MEETING - May 8, 2007 and May 24, 2007
Ald. Borgman moved to approve the minutes of the meetings held May 8, 2007 and May 24,
2007. Seconded by Ald. Fiedler, motion carried.
APPROVAL OF AGENDA
Mayor Johnson advised that he would be removing the second item from tonight’s agenda,
“Discussion with Committee of the Whole on Council goals and Parameters for 2008 Budget &
Discuss Proposed timetable for 2008 Budget Process” because of time restraint.

NEW BUSINESS –
Fire Departments update on implementation of Fire Study
Jeff Verburgt and Andy Mack advised that the boards of the two fire departments have met three
times and have scheduled a joint meeting for Wednesday, June 27, 2007 at 7:00 PM at Muskego
Volunteer Fire Company Station #2. Items currently being addressed are:
Designed Joint training schedule
Duplication of accounting procedures/account numbers
Categorizing needs
Survey has been put together for all members to indicate their preference for paid-
on-call vs. volunteer.

Working on grey zone procedures
Dispatch aid on EMS calls
Working together on Capital Budget Requests
Mayor Johnson questioned progress with reviewing fire study recommendations.
Alderman Melcher would like to see a plan indicating what needs to be done and how it will be
done and the final goal date. Andy Mack indicated that these items are being worked on and

paperwork should be available for their June 27 meeting.
Ald. Fiedler questioned where the departments were in reviewing the fire recommendation
priorities that were submitted by the aldermen? Mayor and City Administrator noted that only
two alderman have responded. Ald. Werner did not recall that was agreed by the whole council.
It was a suggestion made by Ald. Schaefer.
Ald. Werner questioned if minutes from their meetings are available on-line. There are minutes
available and both departments will discuss how to make them more easily available to the
aldermen. It was agreed that the point person for the present time would be Jeff Verburgt.
City Administrator Sheiffer asked if the higher priority items have been addressed? Jeff
Verburgt stated that all items have been categorized and are being addressed. City Administrator
Sheiffer is concerned that the departments have a different interpretation of some of the issues.
Mayor Johnson defined that the fire study’s recommendation was to establish a single
Department of Fire-Rescue Services responsible for all emergency services within the City of
Muskego. This position would be to oversee the operation and administration of both fire-
rescues departments in the City. The job of the fire departments is to identify to the Council that
this is needed or not needed.
At the July 10, 2007 meeting, the departments will report on availability of minutes and submit a
written report addressing each recommendation.
Ald. Snead felt that it would be helpful if all of the aldermen prioritize the issues. Mayor
requested that the five aldermen please provide their information to the Mayor’s office and the
information will be sent to the two departments.
